Move Learner Drivers to the Provisional Stage to Clear DMV Backlog
Why this petition matters
In California, the DMV has hundreds of thousands of drivers' tests in arrears owing to the COVID-19 shut down. And tests are taking longer owing to the screening measures to keep examiners safe. Consequently new drivers may have to wait months or even years to get a driver's test.
We're asking California's Governor Newsom to waive the first driver's test and move learner drivers to the probationary stage of the GDL (Graduated Driver's License).
Of course new drivers must meet the pre-requisite conditions and would be tested to earn a full license. Pre-requisite are:
- have completed the required supervised driving;
- completed the required driver training courses;
- maintain a clean driving record.
This solution is working successfully in the state of Wisconsin.
Our solution would go a step further and have local driving schools provide oversight in the form of a 10-15-minute evaluation within 1 month, and another at the new drivers 1-year anniversary.
Driving schools and their instructors would submit a report to authorities in the form of PASS/FAIL. After 2 attempts, a new driver would be moved back to the learner's phase and required to take a test at the local DMV.
This action by the DMV (Department of Motor Vehicles) would alleviate the backlog of drivers' tests created by the COVID-19 shutdown. By alleviating the backlog of drivers' tests, this would bolster both the California and American economies.
