The members of the Guam Consolidated Commission on Utilities (CCU) met in Executive Session, in violation of Guam Law, and gave top managers for GPA and GWA large bonuses and pay raises for simply doing the job they were hired to do.

We, the rate payers/citizen owners of the utilities are petitioning the CCU to stop practice of awarding pay raises and bonuses to executives for simply doing the jobs they were hired to do. Furthermore we are petitioning the CCU to do a compensation study on comparable sized (customer base) utilities to ensure the rate payers/citizen owners are not overpaying executive management.
