Call-a-Ride is a very popular paratransit service since it serves both senior citizens and handicapped people.  When Metro changed it's fare structure back in about 2001 or so, it made it harder for those on fixed income to pay their fare.  Like for a trip from Kirkwood into southern Oakville or from Kirkwood to Eureka, it could cost a rider pretty close to $20.00 one way.  And who can afford something like that.  In 1987 when Call-a-Ride was first opened to the general public, they had a fixed fare for like for around $2.00 and that was all.  Not all low-income people are troublemakers.  There are some people on a limited budget that are nice and well behaved.  And this taxi-cab like fare structure is how they are treated.  And that is rude.  If Metro had a separate tax increase for Call-a-Ride, then the tax money could go straight to their Call-a-Ride and not MetroLink.  MetroLink has been blamed for the increase in crime even though the majority of theft is from those who drive stolen cars.  And we never hear Metro Call-a-Ride for being a tool for carrying criminals.  If you look at all three modes of public transit that Metro operates, you have MetroLink which is the light rail, you have the bus, and you have Call-a-Ride.  If Call-a-Ride goes back to the fixed fare for operation in the general public zones, people could use it to go to the trails in other parts of St. Louis county, a much larger amount of restaurants could be reached as well.  If there was a fixed $5.00 fare for the general public areas, even a railfan could ride out to Eureka and railfan.
