It is designed to be printed both sides and includes a bunch of required stuff.  Alternatively, you can print the two pages and staple them together.  The second page includes a required warning, and the full text of the ordinance in question, as required.
NOTE: The City Attorney is already suggesting that the ordinance can't be stopped even though the City Charter is clear that any ordinance may be referred to a vote of the people.  There is more information at the link below.

The City Council sold our public property rights to a 26 year old public trail in order to add density to an adjoining apartment development. The trail was built by citizens in 1994 under a city sanctioned neighborhood program called “Make a Difference Day.” More information: https://nwcitizen.com/entry/our-public-property-rights-for-sale-cheap

Citizens reserve the right, under Article 10.08 of the Bellingham City Charter, to refer any ordinance council approves to a vote of the people for ratification or rejection. Filing of such a petition abates the force and effect of the ordinance pending results of the vote. This is citizens last resort and requires the signatures of 3,000 qualified voters. It is a necessary first step toward the long-needed reform of city policies to retain public right-of-ways for open space, trails, and habitat in the face of intensive development. Now therefore;

We, the undersigned citizens of Bellingham, hereby petition the City, under rights reserved in Article 10.08 of the Bellingham City Charter, to refer the ordinance (Agenda Bill #22834) approving the vacation of the Douglas Avenue Right-of-way between 21st Street and the abutting alley to the west (VAC2020-0001) to a vote of the people in order to preserve our public property rights on the existing public trail.
