I am Peter H. Arras and have been fighting against injustice and for the defenceless since I was a child. The most defenceless beings are animals, which is why 30 years ago I founded the NGO “AKT - Action for Consequent Animal Welfare" in Germany www.akt-mitweltethik.de

For a long time, I have known about incomprehensible animal torture, especially in countries where there is no animal welfare legislation. These practices are committed for the fun of tormenting others, and they are taking on ever-worsening forms. They are filmed, photographed and placed on the Internet and viewed by people - including adolescents - around the world. These crimes brutalize countless people and lead to imitation, or they disturb compassionate people and lead to mental suffering – as it continues to happen with me, because the pictures and films of, for example, animals who have been skinned alive or boiled alive, who are tormented to death for days and hours, do not let go.

Because we live in a world of globalization, what happens in China, for example, is the same as if it happened in my neighbourhood. Therefore, I must step in and take action against such atrocities, and I hope for vast support: It must be the task of the United Nations (UN) in the 21st century to pacify our world and to outlaw and ban sadism - against animals, too - in any form.

Hitherto, the UN is in no way dealing with intercultural issues of ethics – there is not even a department on this important topic. However, globalization cannot work unless the ethics of life also are modernized and have validity in all the world.

With this petition, we call on the UN to:

1. Ostracise all kinds of animal torture, since there can be no reasonable justifications for that.
2. Intervene immediately in all States which do not have animal welfare legislation to pass animal welfare acts without delay.
3. Establish a UN department for intercultural ethics and to develop ethical standards in accordance with scientific knowledge.
4. Establish a UN organization for animal welfare and animal rights.
5. Make the proclamation that also non-humans are inhabitants of this planet and have a natural right to life, protection and habitat, which must be respected and maintained by mankind in principle.

The measures which I demand are the minimum requirements for an international community that consists of us all, since

Deutsche Version der Petition:

Vereinte Nationen sollen Verbrechen gegen die Menschlichkeit ächten!

Ich bin Peter H. Arras und kämpfe seit Kindesbeinen gegen Unrecht und für Wehrlose. Die Wehrlosesten sind Tiere, weswegen ich vor 30 Jahren die AKT- Aktion Konsequenter Tierschutz in Deutschland www.akt-mitweltethik.de gegründet habe.

Seit langem weiß ich um unfassbare Tierfolterungen vor allem in jenen Ländern, in denen es kein Tierschutzgesetz gibt. Diese Praktiken werden aus Spaß am Quälen begangen und nehmen immer schlimmere Formen an. Sie werden gefilmt, fotografiert und ins Internet gestellt und von Menschen – auch Jugendlichen -  auf der ganzen Welt betrachtet. Diese Verbrechen verrohen zahllose Menschen und stiften zur Nachahmung an, oder sie verstören Mitfühlende und führen zu seelischen Leidzuständen – wie z. B. bei mir, denn die Bilder und Filme von z. B. lebendig gehäuteten oder gekochten Tieren, die man über Tage und Stunden absichtlich zu Tode quält, lassen mich nicht mehr los.

Weil wir in einer globalisierten Welt leben, ist das, was z. B. in China geschieht gleichbedeutend mit dem, was mein Nachbar tut – deshalb muss ich dagegen vorgehen und hoffe auf breite Unterstützung. Es muss Aufgabe der Vereinten Nationen (UN) im 21. Jahrhundert sein, unsere Welt zu befrieden und Sadismus in jedweder Form – auch gegenüber Tieren - zu ächten.

Die UN sind bezüglich interkultureller Fragen der Ethik in keinster Weise aufgestellt – es gibt nicht einmal ein Ressort zu dieser bedeutenden Thematik. Globalisierung kann aber nicht funktionieren, solange nicht auch die Ethik gegenüber Leben weltweit modernisiert wird.

Mit dieser Petition fordern wir die UN zu folgenden Maßnahmen auf:

1.) Ächtung von Tierfolterungen, da es hierzu keinen vernünftigen Grund geben kann.
2.) Intervention bei allen Staaten, die kein Tierschutzgesetz aufweisen, ein solches unverzüglich zu erlassen.
3.) Einrichtung eines UN-Ressorts für interkulturelle Ethik und deren Entwicklung gemäß wissenschaftlicher Erkenntnisse.
4.) Gründung einer UN-Organisation für Tierschutz und Tierrechte.
5.) Proklamation, dass auch Nichtmenschen Bewohner dieses Planeten sind und ein naturgewolltes Anrecht auf Leben, Schutz und artgemäßen Lebensraum aufweisen, das von der Menschheit grundsätzlich zu respektieren und zu wahren ist.

Die von mir geforderten Maßnahmen sind das Mindeste, wozu eine Staatengemeinschaft – jeder von uns -  verpflichtet ist, denn

 JEDER kann meine Petition unterschreiben, denn eine Weltgemeinschaft, die diese Verbrechen toleriert, verliert ihren Anspruch, menschlich zu sein!
