Provide a pay on foot ticket machine at HoW College Bromsgrove car park
Why this petition matters
We the undersigned respectfully request the Heart of Worcestershire College (HoW) to reconsider its decision to implement an app-only payment system for the car park at its Bromsgrove site.
· We believe the system discriminates against car park users who are elderly, have mobility issues and/or cannot afford or manage the smart phone technology necessary to support the parking app.
· We also believe the system is a disincentive to people of all ages who do not wish to share their bank details via an app or telephone due to the prevalence of scams and fraud.
· We are conscious that the latest OpenSignal report on the UK mobile network experience (April 2019) places the West Midlands as one of the slowest areas in mbps for 3 of the 4 main phone data suppliers. This could result in failure to register payment and result in inadvertently incurring fines.
· We further believe the phone-only system will be a disincentive to potential users and audiences for Artrix arts centre, which we consider to be a significant and much-loved community asset whose day-time programme combats social exclusion and isolation of the groups most affected by the issues around app-only parking.
· We are also keenly aware of the financial pressures faced by Bromsgrove’s arts organisations and fear the financial viability of Artrix could be severely affected by the impact of this move.
We therefore urge HoW to listen to the advice of the British Parking Association and consider giving car park users the option of a ticketless, pay on foot parking machine linked to the number-plate recognition system, as used at many sites including those of Worcestershire Health and Care NHS Trust.
