この署名で変えたいこと

Twitter Japan においては「はすみとしこ」「高須克弥」などの有名ヘイトアカウント、およびそれに連なる膨大な数のヘイトアカウントが野放しになっています。そのヘイトツイートに関して多くの人が通報するにも関わらずほとんど規制されることがありません。

ところが同時に、ヘイトツイートなど全くした事のない健全なアカウントがたびたび凍結され、その理由すら説明されません。

さらに政府批判のハッシュタグをつけたツイートが多くなると、そのタグを消してしまうという事が常態化しています。

このやり方はおよそ民主的な言論の在り方とは程遠いもので、米国Twitter社のポリシーとはかけ離れています。またTwitter日本法人が言論弾圧と民心の威圧機関と化しているという事ではないでしょうか。

Twitterジャパンの方針としては 

「Twitter上の会話で何らかの攻撃の対象になったご本人からの報告に対して迅速に対応できる体制が整っています。また、他の方からもこれらの投稿について報告をいただくことで学習の精度がより高まります。

そのほか、人種、民族、出身地、社会的地位、性的指向、性別、性同一性、信仰している宗教、年齢、障碍、深刻な疾患を理由とした他者への暴力行為、直接的な攻撃行為、脅迫行為を助長するような投稿を禁じています。」(6/15)

とあるにも関わらず、たとえば

はすみとしこ氏の

「伊藤詩織さんへ 550万円欲しかったら、私が木村花さんみたいにならないように細心の注意を払った方がいいんでねえの?」(6/9)

という脅迫としかとれないツイートにはお構いなしです。(6/26時点)

このような状態を放っておいてよいのでしょうか?

私たちは米国Twitter本社にこの状況を詳しく監査するよう、そして是正するように求めます。みなさんのご賛同をお願いします!

健全で公正な言論プラットフォームをみんなの手で守りましょう!

 

On Twitter in japan, there is a large number of hate speech.
Words such as "go back to your country", "dirty, filthy", and "lazy" are directed at foreign rooted people, and as a result are hurting and destroying others.

Hate accounts are also left unattended. Despite many people reporting about the account's tweets, they are rarely regulated.
 
Let me give you an example.
The infamous hate manga artist Toshiko Hasumi tweeted what could only be considered a threat in June 9, 2020, “Dear Shiori Ito, If you want 5.5 million yen, shouldn't you be careful that I don't become like Hana Kimura?"
(Shiori Ito has filed a lawsuit against Toshiko Hasumi for compensation and damages, adding up to an amount of 5.5 million yen.)

Here's another example.
 
Writer Naoki Momota tweeted the following in January 3, 2019. (confirmed August 10, 2020)
"Let me be clear! Korea is the scum of all countries! Of course, the people too!"

Many people protested and reported this tweet, but no action was taken. Nevertheless, Mr. Tamotu Sugano who tweeted the exact same tweet as an experiment, had his account frozen. What does this all mean?
 
The question is if hate accounts are left wild, while good accounts are being frozen.
 
Furthermore, as tweets and hashtags that criticize the government increase, the trend disappears frequently.
Mr. Sasamoto explains, "We don't erase it. Trends are spontaneous so they sometimes disappear," but we don't buy this explanation.
 
Twitter's policy is as follows:
You may not promote violence against or directly attack or threaten other people on the basis of race, ethnicity, national origin, caste, sexual orientation, gender, gender identity, religious affiliation, age, disability, or serious disease. We also do not allow accounts whose primary purpose of using their account is on the basis of these categories.
 
But what is the current situation? Aren't these policies being violated?
 
It's difficult to say that the current status of Twitter in Japan is democratic speech.
We feel that Twitter Japan plays a role of oppressing speech and intimidating the public.
 
Can we leave the situation as is?
We demand the 3 following points from Twitter HQ.
 
① Please investigate the current situation of Twitter in Japan in detail
② Please give Twitter Japan guidance on policy compliance.
③ Please promise regular audits by a representative from the HQ
