PETITION

We call on the California Dept. of Toxic Substances Control (DTSC) to follow the law, to require full testing/cleanup of the toxic site at 3200 E. Foothill Blvd, Pasadena, CA before allowing site construction. BACKGROUND

Beginning in World War II, this site was a leading US facility for secret, classified, US development, testing, and manufacturing of many weapons, including nuclear missiles. Site cancer and birth-defect risks are 744,000 times higher than allowed.  DTSC said the site is an “imminent and substantial” danger, yet it has never been cleaned up. 

Migration of deadly site contaminants has forced city/county drinking-water wells to close, but most soil, no site groundwater, and many suspected metals "hotspots" are untested. No tests have been done for weapons propellants/explosives--- known to have been used onsite---and that cause cancer, brain damage, and birth defects. 

THE HEALTH OF OUR COMMUNITY IS AT RISK

Yet, in 2018 Pasadena City Council gave permission for Trammell Crow, the largest US commercial developer (assets = $65 billion) to build 550 apartments for hundreds of children and families onsite--without doing carcinogen cleanup. Trammell Crow says it can "mitigate" carcinogens after construction---something impossible to do. 

Pre-construction carcinogen cleanup would cost developer Trammell Crow only several $ million, far less than its large discount from buying badly contaminated land. Trammell Crow admits that it is "unknown" whether the public will face health harm as a result of its not doing pre-construction cleanup.
