Why this petition matters
This petition seeks to remove the retrospective element and prevent HMRC from pursuing retrospective tax claims for those who were advised to use umbrella schemes and/or forced into using these schemes

Thousands of NHS agency workers who were advised by the agencies to use so-called umbrella arrangements have now been branded TAX CHEATS!
This group did not intentionally seek to avoid or evade tax, they were badly advised by employers hired by this Government to use what are now referred to as umbrella schemes. Both these employers and the NHS Trusts engaging them exploited HMRC loop holes to evade and cheat HMRC.
These people were badly advised and guided into schemes by unscrupulous sellers and employers. Now those who were miss advised, miss-sold find themselves labelled as tax cheats and subject to significant retrospective tax demands from HMRC.
Instead of pursuing the Umberellas and NHS Trust who exploited HMRC loopholes and obtained benefit, HMT/HMRC change the law-making make the those who were badly advised liable for millions of pounds of unjust retrospective tax!
The same Government that has labelled them tax cheats has now also excluded them from the Public Sector Pay awards. Many are among our lowest-paid workers and are ill-equipped to deal with HMRC demands.
This Government changed the law to prevent potential abuse of umbrella arrangements, then the made the law retrospective trapping thousands of people into overnight debt.
Unlike PPI were those who miss-sold were forced into repaying, the approach of HMT/HMRC is to ignore and to let off those who miss-sold and advised. Instead, they are pursuing the victims of these unscrupulous schemes, those who are least able to repay, this is simply wrong!
This petition seeks to remove the retrospective element and to stop HMRC pursuing those the caught in the retrospective loan charge trap, in short for them to be given total relief from the retrospective change in the law and all HMRC enforcement action.
