【今、東かがわ市で起きていること】
現在、東かがわ市が中国北京市にある海淀外国語実験学校との交流を進めようとしています。
東かがわ市では、今年2020年の4月に廃校になった福栄小学校を海淀外国語実験学校との交流のために使用する宿泊施設として、『無償』で貸し出すという計画がありました。
しかも、その事実はほとんどの住民に知らされることなく、計画は水面下で進行していました。
幸福実現党の宮脇美智子議員が2019年の12月に一般質問の中で
「現在の世界情勢を鑑みるにあたり、中国共産党の支配下にある学校の拠点化を推し進めることは中止すべきである。」
との意見を訴え、事実を知った地域住民から反対の署名運動が起こりました。
「海淀学校の拠点化の中止を求める署名」を集めて市長に提出されたのは住民有志の「福栄の将来を考える会」代表の方々です。福栄地区の住民の皆様は短期間で必死に集められました。
東かがわ市内外を含め、3802名の署名が集まり、3月12日に市長に提出、2020年3月の定例議会の宮脇みち子市議の一般質問において、再度市長に「この住民の声にどう応えられるのか？」と言及し、その結果
「福栄小学校の拠点化については中止し、先方（中国の海淀外国語実験学校）にお断りする」
ということになりました。

しかし、コロナ禍を理由に、住民に対して中止になったという説明会もいまだに行われていない状態です。

そのような中、東かがわ市長、教育長、自民党議員の大半を中心とした推進派は、引き続き海淀外国語実験学校との交流に力を入れており、
「今の中国共産党の状況や世界情勢を考えて、交流も中止すべきである。」
という宮脇議員の声は全く受け入れてもらえないどころか、人権や差別を盾に"交流再開"の語気を強めています。
この問題は、もはや東かがわ市だけのことではなくなっており、現在、市内だけでなく、県外や海外の有識者も警鐘を鳴らしています。
東かがわ市へ交流中止を求める電話をしてくださっている方も多くなってきたようです。
そこで、民意を東かがわ市の推進派の方々へ伝えるためにも、このキャンペーンを立ち上げました。
大切なことなので、もう一度申し上げますが、「このキャンペーンは、東かがわ市にお住いの中国人の方をはじめとし、個人の中国人の方を対象にするものではありません。」
しかし、コロナ禍を狙っての我が国の尖閣諸島付近への連続100日を超える中国共産党の領海侵犯は、もはや見過ごすことのできない軍事的異常事態であります。そして、領土の買収においても問題視されてきたことに重ね、昨今の中国共産党による人権弾圧や弱体国に対する侵略的行為、各国への知的財産・情報の窃盗行為など、大変大きな国際問題となっており、地域住民の皆様はもとより、本市内外からも懸念の声を多くいただいておりますので、このキャンペーンを立ち上げさせていただきました。

[What is happening in Higashikagawa City now]
Currently, Higashikagawa City is trying to promote exchanges with the Haidian Foreign Language Experiment School in Beijing, China. In Higashikagawa City, there was a plan to rent out Fukuei Elementary School in “FREE”, which was closed in April 2020, as an accommodation facility to be used for exchanges with Haidian Foreign Language Experiment School. The problem is that the plan was underway without being known to most residents.
One of the member of city council ,Michiko Miyawaki of Happiness Realization Party, asked in a general question in December 2019 as follows:
"In view of the current world situation, we should stop promoting the exchange program with Chinese schools under the control of Chinese Communist Party."
An opposition signing campaign took place from the local residents who knew the facts.
3802 signatures, including those inside and outside Higashikagawa, were gathered and submitted to the mayor on March 12, and the mayor was asked question about it again in the general question by Michiko Miyawaki at the regular assembly in March 2020.
As a result the mayor said, "We will cancel the usage of Fukuei Elementary School as a base of the exchanges and tell the Chinese school about the cancellation about this plan."
However, the briefing session has not yet been held for the residents because of the corona wreck. * Though the news about the cancellation is written on the Higashikagawa City website.
Even under such circumstances, the proponents, mainly the mayor of Higashikagawa, the superintendent of education, and most of the LDP members, intend to continue promoting exchanges with the Haidian Foreign Language Experiment School.
"Regarding the current world situation concerning the CCP, we should stop the exchange with Chinese schools." The City council member Miyawaki's voice is not accepted at all.
On the contrary the other members of the council intend to start exchanges again using the word “human rights” and “discrimination” as shields.
This problem is no longer unique to Higashikagawa City, and now, not only the experts inside the city but also the ones from outside the prefecture and overseas are expressing deep concerns about the problem.
It seems that more and more people are calling Higashikagawa City to stop the exchange.
Therefore, we launched this campaign to convey the most people's will to the people of Higashikagawa City who intend to promote the exchanges again.
As it is important, we would like to reiterate that "This campaign is not aimed at individual Chinese people, including Chinese people living in Higashikagawa City."
China's invasion of China's territorial waters for more than 100 consecutive days near the Senkaku Islands in Japan, aiming for the corona wreck, is a military anomaly that can no longer be overlooked. In addition to the fact that it has been regarded as a problem in the acquisition of territory, it has become a very big international problem such as the recent crackdown on human rights by the Chinese government, aggression against weak countries, and theft of intellectual property and information to each country.
