Why this petition matters

Started by Joanne Robbins

One of Johnny's murderers is coming up for parole. Please help us keep this convicted killer in prison!

Niles, Ohio Police Officer John A. Utlak was a 26 year old generous, compassionate, and loving son, brother, friend, and valued community member who was brutally murdered in the line of duty.  He was shot and left to die in a snow-covered parking lot. Fred Joseph, Jr. and his criminal associate, Randy Fellows, planned and carried out Johnny’s murder. This premeditated act demonstrates that these killers have no regard for law or human life. To this day, nearly 40 years since, they have no remorse nor have they been rehabilitated. In September of this year, Fred Joseph, Jr. will be eligible for parole. Releasing Fred Joseph, Jr. would present a serious risk to the community and deny justice for Johnny and all those who knew and loved him.

As Johnny’s sister, I ask for your help in keeping Fred Joseph, Jr. behind bars and ensuring he serves the maximum sentence, life in prison, for his violent crime against my brother and my family. This September, after the maximum stay, will be our second time appearing before the parole board to request they again deny the release of Fred Joseph, Jr. This is a burden my family and I must shoulder time and again in pursuit of justice and in honor of my beloved brother.

I humbly request your signature on this petition as we continue to seek justice for Johnny.
