Hong Kong Police Exercise Great Restraint

Plea on UN Human Rights Council to Condemn Violent Protesters

We are a group of Hong Kong citizens. We belong to the silent majority but we love our city.  

Since June 2019, Hong Kong has been rocked by protests which are escalating in violence day by day. What began as opposition to an extradition amendment bill that would allow the transfer of fugitive offenders to face trial in Mainland China has turned into violent riots that challenge China’s sovereignty over Hong Kong.

In the name of pursuing democracy, the radical protesters have time and again blocked traffic, disrupted metro services, paralysed the airport, set fires and vandalised public facilities. They have vilified the Hong Kong Police Force (HKPF), bullied their family members as well as people who disapproved of their acts, which smack of terrorism. They attack Police officers with bricks, iron rods, laser lights, corrosive liquid, petrol bombs and other lethal weapons, and yet the policemen have remained highly restrained in their response, using tear gas and rubber bullets only when repeated disperse warnings have been ignored by protesters.

Allegations that the HKPF has used excessive force that does not comply with international standards are grossly unfair. Western media reports on the Hong Kong riots are largely biased. They tend to magnify injuries sustained by the protesters, but turn a blind eye to the fact that the HKPF is just responding to vicious attacks by the rioters, and in a manner much more tolerant than police forces in other parts of the world. As ordinary citizens, our rights and freedoms have been seriously undermined. We can no longer move around in our city freely or go to the airport without delay.  We have been barred from going to work and forced to close our shops because of rioters causing trouble.  Hong Kong’s economy is hard hit as visitors and investors stay away from the city and our livelihood is at stake. Moreover, we are afraid to speak up in the public in fear of retaliation, attack, detention and violation of our privacy by the radical protesters. 

Surely the protesters enjoy the right to express their views, but they have no right to destroy our hometown. We would like to urge the United Nations Human Rights Council to condemn the violent protesters for violating the basic human rights of the vast majority of people in Hong Kong. We fervently hope that law and order in our city will be restored as soon as possible.

香港警察絕無使用過分武力

呼籲聯合國人權理事會譴責香港暴力示威者

 

我們是一群熱愛香港的市民，屬於沉默的大多數。

自2019年6月以來，香港持續受抗議活動衝擊，而且暴力正不斷升級。最初針對修訂法例以容許逃犯被引渡往中國內地受審的抗議行為，已經演變成挑戰中國對香港主權的暴亂。

在追求民主的名義下，激進的示威者屢屢堵塞交通、擾亂地鐵服務、癱瘓機場、縱火及大肆破壞公共設施。他們抹黑香港警隊，欺凌警察家屬以及那些不認同他們, 迹近恐怖主義行為的人士。示威者用磚塊，鐵棒，鐳射光，腐蝕性液體，汽油彈和其他致命武器攻擊警察，然而警方的反應卻依然是高度克制。只有當示威者反覆地漠視他們的驅散行動警告時，才會使用催淚煙和橡膠子彈來對付示威人士。指責香港警方使用過度武力以及動武時不依國際準則行事，完全有欠公允。西方媒體在報導香港的騷亂時，大多存有偏見。他們老是著眼抗議者受傷，但對香港警隊是先受猛烈襲擊才被迫使用武力，而且動武時比世界其他地方的警察都要忍讓這一點，總是視而不見。

作為普通市民，我們的權利和自由已嚴重受損。我們再不能在自己的城市內自由出入，往機場的行程亦屢受延誤。由於暴徒到處搗亂，我們上班受阻，做生意的也被迫關門。旅客和投資者對香港退避三舍，經濟也嚴重受挫，我們連生計都不保了。更甚的是，我們在公眾場合，已變得噤若寒蟬，因為大家都害怕受到激進示威者的報復、襲擊、非法禁錮和侵犯私隱。

示威者縱然有權表達自己的觀點，但他們絕對無權摧毀我們家園所繋的城市。我們呼籲聯合國人權理事會譴責暴力示威者侵犯香港絕大多數市民的基本人權。我們熱切期盼香港社會盡快恢復法治和良好秩序。
