Bullying is a problem that begins at an early age and goes on until adulthood. Often, the victims of bullying carry scars of their trauma throughout their lives. Bullying has become a major problem in the school and college systems of India today. In schools and colleges students often target their weaker peers, often making fun of them for disabilities, their physical appearance or their body language. This phenomenon has gone beyond just fun and games as it results in many fatalities either by the victims committing suicide or during an incident of Bullying.

UNESCO, the United Nations education agency and the International Commission of Jurists, a nongovernmental organisation conducted a survey of LGBT Indians. It was observed that Educational and training opportunities are often denied to LGBTQ persons due to harassment, bullying, and violence. UNESCO surveyed 371 sexual and gender minority youth, and gathered in-depth information from more than 60 through focus groups in Tamil Nadu state. Eighty-four percent of participants reported being bullied, most by other students, but in one-fifth of those cases by a male teacher. Only 18% of those who were bullied said they reported the incident to school authorities.

On 02 July 2019, Avi Patel, a nail artist from Chennai, ended his life. In his suicide note he mentioned that he is ending his life because of non acceptance of his gender expression and sexual orientation. It is important that we have sensitivity imbibed in our education system so that we have it in our culture. 

We the undersigned request the Minister to bring up strict legislature to curb the menace of bullying along with a provision of councellors who would not only support the bullied but also, in keeping with the directive of the Hon Supreme Court on the verdict of section 377 create awareness on all genders and sexualities.
