Esteemed Secretary-General Guterres:

We, the signatories of this letter, represent a very broad coalition of civil society organizations and concerned individuals from various sectors of the academy, business, and government. We are writing to express our alarm at the fact that the 2019 United Nations 74th General Assembly, with special dedication to a Climate Action Summit, will be opened by Jaír Bolsonaro, Brazil’s president, a climate-change denier who has, during the short period of his presidency, overseen the unprecedented destruction of the Amazon and the rapid reversal of decades of tentative environmental and human rights progress in the region. The Amazon is predominantly a Brazilian asset, home to more than a million indigenous people, and also a World Heritage. The attack on the Amazon and its inhabitants violates several basic principles that today determine some of the most preeminent United Nations’ directives: the need for climate action, inclusion, diversity, while reversing the social gains of the last half century on equity and inclusion.  We, the undersigned, urge you to take a principled and necessary position condemning Jair Bolsonaro and his actions. We urge you, as Secretary General, to formally censure Bolsonaro. 


The Amazon fires have recently captured the world’s attention, but the headlines do not portray the full extent of the unfolding environmental and human rights catastrophe in the region.   At the current rate of deforestation of the Amazon forest (equivalent to one and a half soccer fields every minute), scientists warn that we may soon reach a ‘tipping point’ of no return. The recent and well-documented instances of violence aimed at displacing Indigenous communities in the region are alarming and are part of a growing trend.  These instances have been met with impunity. The situation in the Amazon, the fires, deforestation, the forced displacement of indigenous communities, fundamentally threatens the ecosystem and its inhabitants. This has already directly impacted neighboring countries and is of course, a planetary threat, as the Amazon’s ability to absorb carbon is crucial to mitigating climate change.  


The current acceleration in the destruction of the Amazon is the result of deliberate and concerted human activity directly encouraged by Bolsonaro’s government.  Scientists and civil society organizations like APIB (Articulation of Indigenous Peoples in Brazil) have been warning for months that the wanton policies of Bolsonaro’s government would have disastrous impacts. Bolsonaro’s government has radically de-funded environmental and indigenous protection agencies. It has appointed a climate change denier, who has been found to be an actor of criminal misconduct, as Minister of the Environment. It has not pulled out of the Paris Agreement, and only due to national and international pressure, but has effectively stopped complying with its terms.  It has replaced the entire board of Brazil’s only autonomous environmental agency with Military Police officers. It has given a “green light” to deforestation and land poaching to those who would destroy the world’s largest remaining rainforest.


When faced with facts, the Bolsonaro regime has responded with conspiracy theories and attempted to silence dissent. Last month, the top scientist of Brazil, Mr. Ricardo Galvão, director of INPE (National Institute of Spatial Research) was fired for releasing satellite images, scientific evidence, of the rapid increasing deforestation in 2019.  Bolsonaro himself has repeatedly accused NGOs and Indigenous peoples for the fires, further giving license to the wave of violence against the Amazon’s inhabitants and those who would defend it. Over 40% of the forest burnt so far was in public land, and yet, Bolsonaro refused generous aid from the G7 countries to control the fires.


We simply cannot stand by and let this catastrophe unfold.


We recognize that by asking you to formally censure Brazil’s president we are asking for something unprecedented and we do not take this request lightly.  Yet, the United Nations, and in particular the newly elected UN President, Mr. Muhammad-Bande has commited to the promotion of “Peace and security, poverty eradication, zero hunger, quality education, climate action and inclusion” in the coming year. To maintain the integrity of these values Bolsonaro’s views must be rejected completely and definitively.  To allow him to speak unchallenged as the opening speaker of a session dedicated to Climate Action makes a mockery of the UN and your office.    


In May 2019, several of the undersigned groups helped push a public outcry against an award Mr. Bolsonaro was to receive in New York City in a public building that houses the American Museum of Natural History. Twenty-five thousand people signed a petition, and the museum cancelled the hosting of the gala. Subsequently, 82 thousand signatures were gathered in 48 hours against the Marriott Hotel holding the same event. The mayor of New York City, Bill De Blasio, understood the public outrage and made a public pronouncement. Mr. Bolsonaro cancelled his visit to New York City. Direct and peaceful action by civil society worked very effectively to show the world that New York City would not  tolerate honoring a man who promotes hostility toward indigenous people, LGBTQ people, and communities of color while also overseeing the destruction of the Amazon.


We must not remain silent in the presence of such injustices, violence and attacks against the people and the environment. By remaining silent, we become complicit.

CARTA ABERTA AO SECRETÁRIO-GERAL DA ONU , SR ANTÓNIO GUTERRES

Estimado Secretário-geral Guterres:

Nós, os signatários desta carta, representamos uma coalizão muito ampla de organizações da sociedade civil e indivíduos preocupados de vários setores da academia, empresas e governo. Estamos escrevendo para expressar nossa indignação ao fato da 74ª Assembléia Geral das Nações Unidas de 2019, com dedicação especial à Cúpula de Ação Climática, ser inaugurada por Jaír Bolsonaro, Presidente do Brasil, um negador da mudança climática que, durante o curto período de sua presidência, supervisionou a destruição sem precedentes da Amazônia e a rápida reversão de décadas de tentativa de progresso ambiental e de direitos humanos na região. A Amazônia é predominantemente um patrimônio brasileiro, lar de mais de um milhão de indígenas e também um patrimônio mundial. O ataque à Amazônia e seus habitantes viola vários princípios básicos que hoje determinam algumas das diretrizes mais proeminentes das Nações Unidas: a necessidade de ação climática, inclusão, diversidade e ao mesmo tempo reverter os ganhos sociais do último meio século em relação à equidade e inclusão. Nós, abaixo-assinados, exortamos a V. Exa. a assumir uma posição de princípio e necessária condenando Bolsonaro e suas ações. Pedimos a V. Exa. que, como Secretário-Geral, repreenda Bolsonaro formalmente.

Recentemente, os incêndios na Amazônia chamaram a atenção do mundo, mas as manchetes não retratam toda a extensão da catástrofe ambiental e dos direitos humanos na região. Na atual taxa de desmatamento da floresta amazônica (equivalente a um campo e meio de futebol a cada minuto), os cientistas alertam que em breve chegaremos a um "ponto de inflexão" sem retorno. Os recentes e bem documentados casos de violência que visam deslocar as comunidades indígenas da região são alarmantes e fazem parte de uma tendência crescente. Esses casos foram recebidos pelo governo brasileiro com impunidade. A situação na Amazônia, os incêndios, o desmatamento, o deslocamento forçado das comunidades indígenas ameaçam fundamentalmente o ecossistema e seus habitantes. Isso já impactou diretamente os países vizinhos e é, obviamente, uma ameaça planetária, pois a capacidade da Amazônia de absorver carbono é crucial para mitigar as mudanças climáticas.

A atual aceleração na destruição da Amazônia é o resultado de uma atividade humana deliberada e concertada, diretamente encorajada pelo governo de Bolsonaro. Cientistas e organizações da sociedade civil como a APIB (Articulação dos Povos Indígenas no Brasil) vêm alertando há meses que as políticas arbitrárias do governo Bolsonaro teriam impactos desastrosos. O governo de Bolsonaro retirou, de forma radical, o financiamento das agências de proteção ambiental e indígena. Ele nomeou como Ministro do Meio Ambiente outro negador da mudança climática, que foi acusado de conduta criminal. Não se retirou do Acordo de Paris apenas devido à pressão nacional e internacional, mas parou efetivamente de cumprir os seus termos. Substituiu todo o conselho da única agência ambiental autônoma do Brasil por policiais da Polícia Militar. Deu um "sinal verde" ao desmatamento e apropriação ilegal de terras para aqueles que destruiriam a maior floresta tropical remanescente do mundo.

Diante de fatos, o regime Bolsonaro respondeu com teorias da conspiração e tentou silenciar os dissidentes. No mês passado, o principal cientista do Brasil, Ricardo Galvão, diretor do INPE (Instituto Nacional de Pesquisa Espacial) foi demitido por divulgar imagens de satélite, evidências científicas, do rápido desmatamento em 2019. O próprio Bolsonaro acusou repetidamente ONGs e povos indígenas pelos incêndios, dando ainda mais o aval à onda de violência contra os habitantes da Amazônia e aqueles que a defendem. Mais de 40% da floresta queimada até agora estava em terras públicas e, no entanto, Bolsonaro recusou generosa ajuda dos países do G7 para controlar os incêndios.

Simplesmente não podemos ficar parados e deixar que essa catástrofe se desdobre.

Reconhecemos que, solicitando que V. Exa. formalmente repreenda o presidente do Brasil, estamos pedindo algo sem precedentes e não fazemos essa solicitação sem gravidade. No entanto, as Nações Unidas e, em particular, o recém-eleito Presidente da ONU, Muhammad-Bande, se comprometeram com a promoção de “Paz e segurança, erradicação da pobreza, fome zero, educação de qualidade, ação climática e inclusão” no próximo ano. Para manter a integridade desses valores, as opiniões de Bolsonaro devem ser rejeitadas completa e definitivamente. Permitir que ele fale sem ser contestado como orador de abertura de uma sessão dedicada à Ação Climática ridiculariza a ONU e seus órgãos.

Em maio de 2019, vários dos grupos abaixo-assinados ajudaram a protestar contra um prêmio que Bolsonaro deveria receber na cidade de Nova York em um prédio público que abriga o Museu Americano de História Natural. Vinte e cinco mil pessoas assinaram uma petição, os cientistas pressionaram, e o museu cancelou a realização da gala. Posteriormente, foram coletadas 82 mil assinaturas em 48 horas contra o Marriott Hotel, que realizou o mesmo evento. O prefeito da cidade de Nova York, Bill De Blasio, entendeu a ofensa aos cidadãos, e fez um pronunciamento público. Bolsonaro cancelou sua visita a Nova York. As ações diretas e pacíficas da sociedade civil serviram de maneira muito eficaz para mostrar ao mundo que a cidade de Nova York não toleraria homenagear um homem que promove hostilidade em relação a povos indígenas, pessoas das comunidades LGBTQ e Afro-brasileiras, além de supervisionar a destruição da Amazônia.

Não devemos nos permanecer calados diante de tais injustiças, violência e ataques contra as pessoas e o meio ambiente. Ao permanecer em silêncio, nos tornamos cúmplices.
