＊大学当局も新型コロナウイルスの被害者です。‪前例のない状況の中で、オンライン授業への対応等、教職員の皆様が私たちに教育を提供する為に尽力されていることに心から感謝致します。

本署名活動の目的は‬「学費等の減額」にありますが、意義は「大学側に学生の意思を示すこと」にあります。

以下の内容に賛同された方のみご署名をお願いいたします。

新型コロナウイルス感染症の拡大に伴う大学等への休業要請（4/10東京都発表）を受けて、早稲田大学・慶應義塾大学では5月 6日（水) までキャンパスへの立ち入り禁止が決まりました。それに伴って両校では様々なサービスの利用が停止しています。

加えて、早稲田大学では5月11日の授業開始日、慶應義塾大学では4月30日の授業開始日よりオンラインでの授業が決定しています。

両校のこれらの対応は、学生・教職員の命を守るために適切であり、教職員の皆様が授業開始に向けた準備に尽力されていることに感謝を申し上げます。

一方で、図書館・学生食堂をはじめとする様々な施設が使用できない状況において、私たち学生が例年通りの学費を納入することは受け入れがたいのも事実です。

感染拡大に伴う経済活動の変化のあおりをうけ、経済的に不安を抱える生徒も多くいます。また、両校の学生には、学費・生活費を支払うため、アルバイトや奨学金制度を利用している者も多くいます。

そこで、両校のすべての学生（私費外国人留学生を含む、学部生および大学院生等）の学費・諸会費の減免を両校に求めます。

・早稲田大学の全学部・学科・コースにおける「入学金および学費（授業料・実験実習料・学生読書室図書費）」の減免

・早稲田大学大学院の修士課程・専門職学位課程・博士課程における「入学金および学費（授業料・演習料・実験演習料）」の減免

・慶應義塾大学の全学部・学科・コースにおける「学費（入学金・在籍基本料・授業料・施設設備費・実験実習費・その他費用）」の減免

・慶應義塾大学大学院の修士課程・博士課程における「学費（在籍基本料・授業料・施設設備費・実験実習費・その他費用）」の減免

両校のすべての学生（私費外国人留学生を含む、学部生および大学院生等）が国籍・在籍期間等を問わず、減免の措置を受けられるよう大学、政府へ求めます。

学則により、「既納の授業料等の返還を受け付けない」と決まっておりますが、既納もしくは今後納入する学費・諸会費の減免を実現させることを本署名活動の目的とします。

Due to the spread of the new coronavirus infection, the campus of Waseda University and Keio University has been cordoned off until Wednesday, May 6, following the announcement by the Tokyo Metropolitan Government on April 10. Along with that, various services have been suspended at both schools.

In addition, classes at Waseda University and Keio University will be offered online from May 11 and April 30, respectively.

These responses from both schools are appropriate to protect the lives of students, faculty and staff, and I would like to appreciate the efforts of the faculty and staff in preparing for the start of classes.

On the other hand, it is also unacceptable for students to pay tuition fees as usual when various facilities such as the library and cafeteria are not available.

Many students are financially insecure due to the changes in economic activity caused by the spread of the infection.

Many students at both schools have part-time jobs and scholarships to pay for their tuition and living expenses.

Therefore, we ask both schools to exempt all students of both schools (undergraduate and graduate students, including privately funded international students) from tuition and membership fees.

・Reduction and exemption of entrance and tuition fees (tuition, laboratory fees, and student reading room library fees) for all faculties, departments, and courses of Waseda University.

・Reduction and exemption of entrance and tuition fees (tuition, seminar fees, and laboratory fees) for master's, professional degree and doctoral programs of Waseda University Graduate School.

・Reduction and exemption of tuition (entrance fee, basic enrollment fee, tuition, facilities and equipment, experiment and practical training fee, and other expenses) for all faculties, departments, and courses at Keio University

・Reduction and exemption of tuition (basic enrollment fee, tuition, facilities and equipment, laboratory and other expenses) for master's and doctoral programs at Keio University

We request that all students (including privately funded international students, undergraduate and graduate students, etc.) at both schools be granted the exemption regardless of nationality or length of enrollment.

The purpose of this petition is to reduce or exempt the tuition and other fees already paid or to be paid in the future.
