Why this petition matters
Over one year ago, the Norwalk Department of Public Works issued a letter to Citibank in regard to conditions at bank-owned property known familiarly as POKO (Wall Street Place phase I). At that time, the DPW asked that Citibank restore the area to pre-construction conditions. Citibank’s failure to comply has had a negative impact on quality of life and economic activity in the Central Business District.
In consequence of the uncollected $250/day fines against Citibank, the City of Norwalk has voluntarily forfeited $100,000 owed to the Citizens of Norwalk.
On behalf of all neighboring businesses, residents, customers and employees in the Wall Street area, the Board of the Wall Street Neighborhood Association asks the following:
1. Enforce DPW requirements against Citibank
2. Collect fines from Citibank related to DPW requirements
3. Reopen 2-way access on Isaac Street to promote traffic flow
4. Install screening to protect the area from blighted conditions
