Hey Earth! How is everything going this year?

 

Korea had gone through a tough summer this year due to unprecedented long rainy season and frequent typhoons.

 

Large forest fires, floods and hurricanes are becoming more frequent around the world.

 

It is the price of ignoring the impact on the environment that humans do not see right away and saving the costs in front of you.

 

In September 2020, there is a country that is preparing a more polluting option that would harm our only planet Earth in order to reduce immediate costs.

 

That is Japan.

 

The Japanese government is preparing for ocean discharge to treat radioactive water contaminated by the Fukushima nuclear power plant explosion.

 

Because it is the cheapest solution.

 

However, even in a report released by Tokyo Electric Power Holdings(TEPCO), 72 percent of contaminated water exceeds the radiation threshold, and tritium among radioactive materials has not been purified at all.

 

It does not mean that there are not any ways that do not affect the environment.

 

The Japanese government is ignoring the possibility of building additional contaminated water storage tanks because of its high cost.

 

Japan is no longer trying to develop technology to purify contaminated water.

 

We are living on our only planet Earth.

 

We need to be more cautious on irreversible decisions affecting the one and only Earth and the oceans without borders.

 

It is important to fully discuss the effects with neighboring countries that would be affected by the decision.

 

However, the Japanese government does not even listen to the opposition of its local communities, let alone the neighboring countries.

 

Nuclear power plant accidents could not be prevented, but the deliberate discharge of radioactive water could be avoided.

 

For the future of the Earth and for the well-being of humanity.

We demand the International Atomic Energy Agency(IAEA) and the Japanese government to make a risk-minimizing option rather than just a low-cost option in front of them as follows:

 

 

First, the Japanese government should make every effort to deal with pollution sources within its own country.

 

Under the paragraph 2, Article 207 of the United Nations Convention on Law of the Sea(UNCLOS)*, the Japanese government is obliged to use alternative measures to prevent or reduce marine environmental pollution.

 

According to a document filed with the Subcommittee on Handling of ALPS* treated Water on September 27, 2019, it was admitted that additional contaminated water storage tanks can be built at the northern and souther ends of the Fukushima nuclear power plant site.

 

In spite of other available options, Japan should not choose to harm local residents and neighboring countries because of cost reasons

 

 

Second, Japan should transparently disclose information on the treatment of radioactive water and discuss its decision with neighboring countries.

 

Under the Article 198 of the UNCLOS*, Japan has the obligation to provide explanation and information on the impact of Fukushima contaminated water on the environment of other countries.

 

In accordance with this obligation, we request that relevant information be disclosed without hiding and consult with neighboring countries to dispose of the radioactive water.

 

 

Third, the International Atomic Energy Agency(IAEA) should recommend Japan to come up with measures to treat contaminated radioactive water that the international community would deem safe.

 

Under the Article 3 of the Statute of the International Atomic Energy Agency(IAEA), the Agency is authorized to establish or adopt standards of safety for protection of health and minimization of danger to life and property. Accordingly, the IAEA should advise the Japanese government to transparently disclose information related to radioactive water and to devise a safe treatment plan for radioactive water.

 

 

* UNCLOS Article 207, paragraph 2 : “States shall take other measures as may be necessary to prevent, reduce and control such pollution.”

* UNCLOS Article 198 : “When a State becomes aware of cases in which the marine environment is in imminent danger of being damaged or has been damaged by pollution, it shall immediately notify other States it deems likely to be affected by such damage, as well as the competent international organizations.

2020년 우리의 지구는 안녕한가요?

 

대한민국은 올 여름 유래 없는 긴 장마와 잦은 태풍으로 힘든 여름을 보냈습니다.

 

세계적으로 대형 산불, 홍수, 허리케인이 잦아지고 있습니다.

 

인간이 당장 드러나지 않는 환경에 대한 영향을 무시하고, 눈앞의 비용을 절감한 대가입니다.

 

2020년 9월, 당장의 비용을 줄이기 위해 하나뿐인 지구를 더 오염시키는 선택을 준비하는 국가가 있습니다.

 

바로 일본입니다.

 

일본 정부는 후쿠시마 원전 폭발로 인한 방사능 오염수를 처리하기 위해 해양 방류를 준비하고 있습니다.

 

가장 비용이 저렴하기 때문입니다.

 

하지만 도쿄전력이 발표한 보고서에서도 오염수의 72퍼센트는 방사능 기준치를 초과하며, 방사성 물질 중 삼중수소는 아예 정화되지도 않았습니다.

 

환경에 영향을 주지 않는 선택이 없는 것은 아닙니다.

 

일본 정부는 추가 오염수 저장탱크 증설이 가능함에도 비용이 높다는 이유로 무시하고 있습니다.

 

일본은 오염수 정화를 위한 기술 개발에 더 이상 힘쓰지 않고 있습니다.

 

우리는 하나뿐인 지구에 살고 있습니다.

 

하나뿐인 지구와 국경 없는 바다에 영향을 주는 비가역적 결정은 더욱 신중해야합니다.

 

결정에 영향을 받을 인접 국가와 충분히 논의해야 합니다.

 

하지만 일본정부는 인접 국가는커녕 일본 지역사회의 반대 의견도 제대로 듣지 않습니다.

 

원자력 발전소 사고는 막을 수 없었지만 원전수의 고의적인 방류는 막을 수 있습니다.

우리는 일본이 눈앞의 단순히 비용이 적은 선택이 아닌 위험을 최소화하는 선택을 할 수 있도록 국제원자력기구(IAEA)와 일본정부에 다음과 같이 요구합니다.

 

 

하나, 일본 정부는 자국 내에서 오염원을 처리하기 위한 모든 노력을 다하라.

 

유엔 해양법 협약 제207조 2항*에 따라 일본정부는 해양환경오염을 방지 또는 경감시킬 수 있는 대체 수단이 있다면 대체 수단을 이용해야할 의무가 있습니다.

 

2019년 9월 27일 일본 정부 오염수 소위원회에 제출한 문서에 따르면 후쿠시마 원전부지의 북쪽 끝 및 남쪽 끝 구역에 추가적인 오염수 저장탱크 건설이 가능함을 시인한 바 있습니다.

 

다른 선택이 가능함에도 비용적인 이유로 인접주민들과 주변국가에 피해를 주는 선택을 하여서는 안 됩니다.

 

 

하나, 방사능 오염수 처리에 관한 정보를 투명하게 공개하고, 이에 대한 결정을 주변국과 논의하라.

 

유엔 해양법협약 제198조*에 따라 일본은 후쿠시마 오염수가 타국 환경에 미칠 영향에 관해 설명 및 정보를 제공할 의무가 있습니다. 이 의무에 따라 관련 정보를 숨김없이 공개하고, 주변국가와 원전수의 처리를 협의할 것을 요구합니다.

 

 

하나, 국제원자력기구(IAEA)는 일본에 국제사회가 안심할 수 있을만한 방사능 오염수 처리방안을 마련할 것을 권고하라.

 

IAEA는 국제원자력기구(IAEA) 협약 제3조*에 의거 건강을 보호하고 생명이나 재산에 대한 위험을 최소화하기 위한 안전상의 표준을 설정하고 개발합니다. IAEA는 일본 정부에 방사능 오염수 관련 정보를 투명하게 공개하고, 안심할만한 방사능 오염수 처리방안을 마련할 것을 권고해야합니다.

 

 

* 유엔 해양법 협약 207조 2항 : “각국은 이러한 오염을 방지, 경감 및 통제하기 위하여 필요한 그 밖의 조치를 취한다.”

 

* 유엔해양법 협약 제198조 : “어느 국가가 해양환경이 오염에 의해 피해를 입을 급박한 위험에 처하거나 피해를 입은 것을 알게 된 경우, 그 국가는 그러한 피해에 의해 영향을 받을 것으로 생각되는 다른 국가와 권한 있는 국제기구에 신속히 통고한다.”

 

* IAEA협약 제3조 A. 6. : “국제연합의 관계기관 및 관계전문기관과 상의하며 또한 적당한 경우에는 해기관과 협력하여 건강보호와 생명재산에 대한 위험의 최소화를 위한 안전상의 표준(노동조건의 표준을 포함한다)을 설정하고 채택하며 기구에 의하여 또는 기구의 요청이나 감독 또는 통제하에서 제공된 물질, 역무, 설비, 시설 및 정보를 이용하는 활동에 대하여는 물론 기구자체의 활동에도 전기 표준을 적용하도록 조치하며 또한 당사국의 요청이 있을 시에는 양자 또는 다자협정에 의한 활동에 대하여 또는 1국가의 요청에 의하여 원자력분야에 있어서 해국가의 활동에 대하여 전기표준이 적용되도록 조치한다.”
