Public spaces should be open and free for all - but are they? For Palestinians in the occupied West Bank, the public sphere is not taken for granted!

A Picnic in the woods on a sunny day - what's more fun than that? But when Palestinian families have a picnic in the woods – an entirely public area – they may find themselves assaulted and kicked out by settlers. This happens only because of the victims' origin, with the legal authorities standing to the criminals' right, time and time again. This is a state-sponsored hate crime. Palestinian shepherds, farmers, and simple passers-by experience this on a weekly and daily basis throughout the West Bank. Even Palestinians who have Israeli citizenship are not immune, as this is simply a matter of racism – exclusion based on origins and ethnicity. 

The Exclusion of Palestinians from public areas is not new, but recently, several cases where Palestinian families were assaulted and chased away have resulted in renewed public interest: The incidents involved video footage showing armed settlers removing Palestinian families, in some cases with infants and young children, from public areas in the West Bank, claiming that "the Bible says" that the land is theirs. Those scenes took place under the protection of the Israeli military and with the assistance of Israeli soldiers. 

Palestinians are being driven from public spaces in the West Bank in various settings, from picnics, through grazing, to swimming pools and springs. They are removed by settlers through the use of violence and threats or by Israeli soldiers or policemen called in on site. At best, military and police forces turn a blind eye to the attacks; at worst  they assist the attacking settlers. Moreover, soldiers and police officers in the field are not punished for their wrongdoing by the higher command level. It is a systematic policy, not a mistake.

Hate crimes such as this cannot be allowed to go unchallenged, especially when they are so widespread and prevalent. According to a 2019 report by the Israeli human rights organization Yesh Din, "the chances for a complaint filed by a Palestinian to be properly investigated and result in charges being made is 0.7%. In addition, about 80% of all complaints filed by in 2017-2018 regarding attacks on Palestinians by soldiers were closed, with only 3.2% of investigated cases resulting in charges being made against the attackers". This is a state sponsored hate crime through and through.

Amnesty International Israel demands that violent settlers and the soldiers assisting their practices of Jewish supremacy are prosecuted. We join Amnesty’s public outcry and call upon the Israeli minister of Defense to bring the attackers and those assisting them to justice!

كفى لتهجير الفلسطينيين من الحيز العام

نزهة في الطبيعة - هل يوجد أجمل من ذلك في يوم جميل؟ لكن عندما تذهب العائلات الفلسطينية إلى الطبيعة، حيز عام دون شك، قد تجد نفسها عرضة للهجوم والاعتداء والطرد على يد المستوطنين، فقط بسبب انتمائهم القومي، في ظل دعم كامل من سلطات القانون الاسرائيلية للمجرمين. هذه دون شك جريمة كراهية برعاية الدولة، ويعاني المزارعون الفلسطينيون وعابري الطريق من هذه الجرائم أسبوعيًا ويوميًا في الضفة الغربية المحتلة. حتى فلسطيني الداخل لا تساعدهم بطاقة الهوية الإسرائيلية في مثل هذه الجرائم، لأن العنصرية تأتي على خلفية عرقية. تهجير الفلسطينيين من الأماكن العامة ليست ظاهرة جديدة، لكنها تصدرت العناوين مؤخرًا بعد انتشارها بشكل أوسع وعادت لتتصدر الرأي العام: مقاطع مصورة تظهر مستوطنين مدججين بالسلاح تطرد عائلات فلسطينية من الأماكن العامة تحت تهديد السلاح في الضفة الغربية المحتلة، في أحيان منها تشمل التهديدات الأطفال والرضع، بإدعاء أن هذه المنطقة تابعة لهم وفق ما جاء في التوراة، بمساعدة ودعم جنود إسرائيليين. 

ويتم طرد الفلسطينيين في الأماكن العامة في الضفة الغربية المحتلة في كثير من الحالات، سواء خرج الفلسطينيون للنقاهة والتنزه أو رعي الماشية أو السباحة. ويتم طردهم بإستعمال العنف والتهديد من قبل المستوطنين أو قوات الأمن التي تصل للمكان العام. وتغض قوات الشرطة والجيش النظر عن اعتداءات المستوطنين في حالات معينة، وتساعد المستوطنين في الاعتداء في حالات أخرى، بالإضافة لذلك، لا تتم معاقبة أفراد الشرطة أو الجيش الضالعين في الاعتداءات من قبل المسؤولين ولا يتم تقديمهم للمحاكمة، هذا نمطي وهذه هي سياسة هذه المؤسسات وليست مجرد غلطة. 

لا يمكن السكوت عن جرائم الكراهية هذه، خاصة عندما يكون الحديث عن ظاهرة منتشرة بكثرة. ووفق تقرير أعدته منظمة "ييش دين" الإسرائيلية عام 2019: "احتمال محاسبة جندي أو شرطي تم تقديم شكوى ضده لاعتدائه على فلسطيني هي 0.7٪. إذ تم إغلاق 80٪ من الملفات التي تقدم فيها فلسطينيون بشكوى ضد قوات الأمن الإسرائيلية، وفقط ثلاثة شكاوى (3.2٪) من ملفات التحقيق بلغت رحلة تقديم لائحة اتهام".

نطالب بتقديم المستوطنين المعتدين ومن يساعدهم من الجنود للمحاكمة ومحاسبتهم بسبب تعزيز نظام الفوقية اليهودية، هذه جرائم كراهية برعاية النظام بكل ما تحمل الكلمة من معاني.
