Dear President of RIKEN,

“A free paradise for scientists” is what our citizens believed that RIKEN, the institute of Physical and Chemical Research, was. RIKEN had a number of excellent scientists doing Nobel Prize-grade research, each freely setting a research theme and immersing themselves in research for 20 or 30 years. This is a sure investment for the future, and we were proud that such a research institute was located in our local city of Wako.

However, actually in RIKEN, a little less than 80% are fixed-term employees, and in a workplace where the staff can be used conveniently, there are many excellent researchers and engineers who have no choice but to leave RIKEN. We have heard of such cases. Not only that, but in 2016, RIKEN unilaterally imposed a five-year employment limit on clerical staff and a ten-year employment limit on research staff. RIKEN will force a suspension of employment regardless of whether it has the budget or is in the middle of research. This mass hire suspension will begin at the end of March next year.

Far from being a "free paradise," researchers and staff are about to be thrown away.

While the storm of termination of employment contracts and dismissal were raging under the corona pandemic, it is absolutely unacceptable for public research institutes to force such unfair termination. It is clear that confusion will occur at the research site and hinder research activities.

Unstable non-regular employment at universities and national research institutes has prevented talented students from seeking research positions. The number of doctoral graduate students who are the eggs of researchers is decreasing, and this is one reason why Japan's research ability is declining. RIKEN's termination of employment contract only makes this even more serious.

In the first place, the upper limit of employment introduced by RIKEN is an act of evasion (Note) that goes against the purpose of the Labor Contract Law, which aims to stabilize employment.

We, the RIKEN Non-Regular Problem Solving Network, are worried about the decline in Japan's research capabilities, and the citizens of Wako City, where the RIKEN headquarters is located, the labor union, and the RIKEN Labor Union gathered to solve the RIKEN non-regular employment problem. It is a volunteer group consisting of officers.

We have been acting to eliminate the employment limit in order to avoid mass employment suspension. Please understand the purpose and participate in the signing activity.

In order to avoid the mass hiring suspension of employees who will be thrown away from the end of March 2021, RIKEN should abolish the "5-year employment limit", which is an illegal system resulting from work regulations.

 

 (Note) If the fixed-term contract exceeds 5 years, the employer is obliged to convert to an indefinite employment contract at the request of the worker himself/herself (Article 18 of the Labor Contract Law). However, RIKEN employers unfairly set a five-year employment limit in their work regulations to prevent indefinite conversion under Article 18. As a result, the hiring stop, which equals decapitation, is about to proceed from March next year. In the case of research jobs, it is a special case of 10 years, but it is feared that a large number of hiring suspensions will start from next year until March 2023, two and a half years later.
