Why this petition matters

Please urgently join The Torrey Hills Community Coalition in asking Mayor Gloria to only grant Breakthrough Properties a Discretionary Permit, rather than a Ministerial Permit, to ensure that the public review process, as required by Council Policy 600-24 Article I-VII and Article 2, Section 1 and 2 of the Torrey Hills Community Planning Groups Bylaws Amendment, dated 1/27/2017 is being followed. It is imperative that the Planning Board and the residents have a say as to the size and scope of this project, and how it will greatly impact the quality of life of their constituents of Torrey Hills. 

Breakthrough Properties, a global developer, has purchased the land on the Northwest corner of Carmel Mountain Road and El Camino Real in Torrey Hills. They have submitted for approval Permit #693349 to build a large 442,500 square-foot scientific research and development campus with a 1,525, 4 level parking structure. The renderings show three very large white 4 and 5 story buildings. This project, which is located within the community's most traveled view corridor, is more than three times larger in scale and scope than any other development in Torrey Hills. This project, which is similar in scale and intensity to that normally found adjacent to freeways and in commercial zones, is being approved without any public review or input. 

The invasive impact on our community is egregious and will change the very makeup of our beautiful residential area consisting of homes, schools, and parks. This will be a 3 year-long building project. This huge development will alter traffic times and routes, most likely forcing motorists to cut through neighborhoods not traveled normally. In addition, the Planning Board has not been provided any information as to what types of bio development will be taking place on the property, or if they have even provided an EPA impact report (CEQA) traffic study & impact report.

Breakthrough Properties is not following the required submittal processes of the Planning Group which requires the developer and city have a forum with the Planning Group and the Torrey Hills residents. The purpose of these meetings is to make sure that new developments, in their size and scope, do not change the communities character and that is sensitive to our local environment. By completely ignoring the advisory role of The Torrey Hills Planning Group, the community is denied ANY opportunity for comments and concerns.

It is now known that issuance of a full building permit is imminent, and the grading on the site has already begun! In order to compel the proper approval process, we have identified legal counsel with experience in Land Development and Environmental law. Please consider donating to the legal fund so we can hold Breakthrough Properties to the appropriate public review process to make sure that they address all concerns that will impact the community.
