【早稲田大学における「奨学金難民」とは?】

新型コロナウイルスの影響で留学先から帰国した結果、留学者向けの「早稲田大学学内留学奨学金」を給付される資格を失い、かつ非留学者向けの「早稲田大学学内奨学金」に採用される可能性も低く[※]、経済的に困窮している学生のことを指します。

[※]外国人留学生の場合、学内奨学金をもらう可能性はゼロになります。

(「留学」とは、早稲田生が日本から日本以外の国へ行き、交換留学をすることです。

「帰国」とは、主に日本人学生が海外から日本に帰ることです。

 早稲田大学独自の奨学金は、全て返済不要の給付型奨学金です)

【「奨学金難民」発生の背景】

新型コロナウイルスが世界的に流行するなか、早稲田大学は外務省が発表する感染症危険情報レベルに基づき、レベル2の国・地域に留学中の学生には帰国を強く推奨、レベル3の国・地域の学生には帰国を勧告しています[1]。

これに伴い、早稲田大学は留学先から帰国を余儀なくされた早稲田の学内留学奨学金採用学生全員に対し、奨学金の一部返還を指示してきました[2]。この返還対象者には、留学先以外の場所で留学先大学のオンライン授業の受講する学生も含まれています。

つまり、早稲田の学内奨学金及び学内留学奨学金のいずれの支援も受けられない「奨学金難民」が発生しているのです。

留学中(オンライン授業受講者含む)も早稲田大学の学費、もしくは留学先大学の学費を払わなければならないにも関わらず、必要な支援を受けられない学生が、今まさに制度の狭間で苦しんでいます。

【早稲田大学に対する要望】

留学先以外の場所で留学先大学のオンライン授業を受講している学生を:

  • 返還対象から外すこと
  • もしくは、特例措置としてすべての学内奨学金の採用資格を与えること(また、採用された場合、金額を変更しないこと)

【要望の理由(4点)】

  1. まだ帰国をしていない学生が、奨学金の一部返還を避けるために、留学先に滞在し続ける可能性があります。これは、新型コロナウイルス感染のリスクを高めることに繋がり、学生本人も、その家族も、早稲田大学も日本政府も誰一人として望んでいないことです。
  2. 経済的に困窮している学生には、奨学金が必要です。
    早稲田大学の学費は、年間100万円以上かかります[4]。 留学先大学の学費は、これよりさらに高額になる場合もあります。
  3. 留学先大学のオンライン授業受講者は、留学先大学に在籍を継続しており、早稲田大学での学籍も「留学」となっています。したがって、早稲田の学内留学奨学金の対象外とするのは不適切であると考えられます。
  4. 文部科学省の新方針(3月25日)により、一時帰国をしオンライン等で学習を継続する学生への留学奨学金の支援継続が決定されました(https://www.mext.go.jp/a_menu/koutou/ryugaku/1405561_00002.htm)。早稲田大学もその方針に準じるべきだと考えます

[COVID-19] Save Waseda University's "Scholarship Refugees"!

Whom Does “Scholarship Refugees” Refer to?

The term refers to Waseda University’s students who are in financial suffering because they have returned to their home countries due to the COVID-19 pandemic. They do not have the right to receive Waseda’s study abroad scholarships and have a lower chance* of receiving Waseda’s internal scholarships. 

*This includes foreign nationals (i.e. non-Japanese) students who will have 0 chance of receiving Waseda’s internal scholarships.

Background

Due to the COVID-19 pandemic, many students from Japanese universities studying abroad had to return to their home countries.

Waseda University strongly encourages students studying in Level 2 countries/regions (Travel Warning issued by the Ministry of Foreign Affairs of Japan) to return to their home countries, and strongly recommends students studying in Level 3 countries/regions to return home. 

At the same time, Waseda University is also making scholarship students who have gone back home pay back a portion of their study-abroad scholarships.

This includes students who are continuing their study abroad program by attending online classes offered by Waseda University’s partner universities.

These “scholarship refugees” are disadvantaged, because they do not have the right to receive Waseda’s study abroad scholarships and have a lower chance of receiving Waseda’s internal scholarships. 

These students still have to pay either Waseda University’s tuition fees, or tuition fees of the partner universities abroad.


We Want Waseda To...

Give students who are taking online classes of partner universities:

  • the right to receive study abroad scholarships regardless of where they are
     or
  • the equal right to receive Waseda’s internal scholarships

Our Reasons

  1. Waseda students who are still abroad now are more likely to not return home out of financial considerations. This is against the wishes of the Japanese government, Waseda University and the students’ families.
  2. Students facing financial difficulties need scholarships. The tuition fees of Waseda University cost more than a million yen per year, the tuition fees of partner universities might even be higher.
  3. Waseda currently recognises students taking online classes of partner universities to be “studying abroad”. Exceptions should not be made when it comes to monetary matters.
  4. MEXT (Japanese education ministry) has announced (25 March) that it will continue to offer scholarships to students who are continuing their learning remotely even if they have returned to Japan. We believe that Waseda University should follow this policy as well.
