William Dowsing is the Bellevue Officer in the Viral Video of him violently taking down and choking a black woman over a car-title transfer. The petition picture shows he then proceeded to kneel on her neck and lower back while handcuffing her. This woman is not a violent criminal.

Dowsing claimed after the fact that he was concerned the woman was reaching for a firearm when she reached for her purse. You can see the action of the police officer in this video:

In this clip you can see Dowsing's superior, Chief Steve Mylett, excusing the officer's behavior. As far as we are concerned Chief Mylett should be prosecuted as well:

Anyone with a even moderate sense of decency seeing that video just saw a police officer abusing his power violently. Over a car title transfer. It is an embarrassment for any decent police officer and the police force in general to allow rogue officers like William Dowsing to go unpunished.

We asked the Washington State Attorney General and Governor Inslee to prosecute this officer to the full measure.
