奧林匹克憲章中(《奧林匹克基本原則》第6條)明確指出:禁止以國籍或政治見解為由的歧視。憲章中也要求國際奧委會(IOC)保持政治中立,並應對奧運中任何形式的歧視情形立即採取行動(規則2.5、2.6和16.1.3)。當然,日本奧委會(JOC)也不例外,該單位有義務遵守奧林匹克憲章,對於日本境內發生的國籍歧視情形,需立即採取行動(細則27.2)。
然而,國際奧委會和日本奧委會都沒有履行其職責。來自台灣的運動員們正承受著嚴重的國籍歧視與侮辱,這樣的情況不應再發生。
每個參加奧運會的國家都可以使用自己的名稱、旗幟和國歌。大家覺得理所當然,但台灣卻是唯一的例外。四十年來,所有來自台灣的運動員都禁止使用自己的本國國籍「台灣」,而要被迫成為一個假想國家「中華台北」代表參加奧運比賽,他們忍辱舉著假國旗,放的國歌也是被篡改過的國歌。
台灣史上最偉大的女子籃球運動員之一-錢薇娟曾在某次採訪提及,她在聽到台灣獲勝之後就哭了,不是喜悅而榮耀的淚水,而是屈辱的淚水。因為在勝利儀式的獎台上,緩緩升起的旗幟是中華台北奧運會旗,不是真正的台灣國旗。
在2020東京奧運會上,唯一不被允許使用自己的旗幟和國歌的國家是俄羅斯,這是為了懲罰俄羅斯曾企圖掩蓋使用興奮劑之情事。台灣沒有任何違紀之事實,卻被歸入同一個類別,著實令人無法接受。
國際奧委會禁止台灣運動員使用其國籍參賽,可歸結於一個主要原因:國際奧委會已經放棄了政治中立,並支持中國的專制政權。該政權單方面地宣稱其擁有台灣主權,並以入侵或發動戰爭威脅台灣、企圖爭奪台灣國土。儘管台灣從未歸屬於中華人民共和國,中國共產黨仍反對台灣以一個「獨立國家」的身份參加奧運。因2022年冬季奧運會將在北京舉行,故中共藉此對國際奧委會施壓,以達成自己的企圖。
國際奧委會強迫台灣以「中國台北」為名參賽的決定,不僅具歧視性和反政治中立,而且違反了《奧林匹克憲章》第30.2條,其中規定:奧委會使用之國家名稱必須反映該國的領土範圍和傳統。
「中華台北」這個名稱無法呈現台灣完整的領土範圍。首都-台北市面積272平方公里,佔台灣國土面積不到1%。此外,最近的民意調查顯示,只有2.4%的台灣人認定自己是中國人,而絕大多數人認定自己為「台灣人」。
「中華台北」此名稱起源於1981年,是國際奧委會與當時統治台灣的專制政府之間妥協的結果,該專制政府當時仍對1949年結束的中國內戰感到不滿。之後,國情產生很大變化。而今,在中國仍舊執念過去的同時,台灣正飛速前進。台灣已成為世界上最自由、最民主的國家之一,然而中國在這些方面的表現卻依然敬陪末座。中國領導人習近平片面稱呼台灣是一個「流氓省」,並揚言要以武力接管台灣,而台灣總統蔡英文卻未回以任何狂言或威脅。相反地,她呼籲雙方可在「平等、有尊嚴的條件下」進行對話。
近年來,「中華台北」一詞被台灣人視為中國羞辱和壓迫台灣的象徵。 《紐約時報》上曾有一位作者建議美國讀者不妨想像一下:如果今日他們被迫以「英國華盛頓」的稱號去參加國際賽事,會有什麼樣的感受?
「中華台北」這個名字引起了台灣人極度反感的情緒,對世界其他地區來說,它也引發混淆和誤解,因為「中華台北」這個名稱不在地圖上、也不應存在。除了中共對這個稱號的堅持,沒有任何合理的解釋足以說明它存在的意義。
台灣在2018年曾舉行公民投票,要求選民決定該國是否應以「台灣」而不是「中華台北」的身份參加2020年東京奧運會。投票前幾天,國際奧委會竟以公開信暗示:如果台灣試圖以「台灣」身份參加比賽,將被禁止參加奧運會。由於國際奧委會的施加壓力,許多台灣著名的奧運運動員公開反對全民公投,因為他們擔心自己的職業生涯即將被斷送。他們認為:寧可在被歧視的情況下參賽,也比無法參賽要好。
但仍有45%的投票者,明知有不能參賽的風險,也希望台灣以正確的國名參加奧運。
世界上從未有任何國家像這樣,被迫去舉辦一場自取其辱的投票。對台灣而言,這是不公平的,並且應該被制止。
東京上一次主辦奧運會是在1964年,台灣以「台灣」的名稱參加競賽並使用自己的國旗。然而,為什麼在2020年東京奧運會,台灣不能在沒有被禁賽的恐懼之下,再次以「台灣」的身份參加比賽?
自2013年以來擔任國際奧委會主席的—托馬斯·巴赫應該對台灣運動員的歧視待遇負責。在他的領導下,國際奧委會未能履行其使命、並遵循自己的規則。對此不應有任何推脫藉口。
巴赫先生身為在1976年奧運會上獲得金牌的德國人,那時正值德國國家分裂的時期;當時西德(德意志聯邦共和國)和東德(德意志民主共和國)都能參加奧運,並且理所當然地使用自己的名字、國旗和國歌。而今,對照朝鮮和韓國也同樣如此。難道台灣不應也享有相同的待遇?
如果 #BeijingBach (北京巴赫)沒有勇氣站起來反對中國共產黨,並結束國際奧委會對台灣運動員的歧視行為,那麼他就不應擔任國際奧委會主席。他應該辭職,並讓位給新的領導者,而新領導者無論來自哪個國家或地區,都應為所有運動員平等、具有尊嚴的權益而奮鬥。
