Petição demandando a aprovação do Projeto de Lei 4670/20 que institui uma Política Nacional de Acolhimento e Manejo de Animais Resgatados - AMAR. Se aprovado, o projeto obrigará estados e municípios a incluírem em seus protocolos de socorro e defesa civil ações de resgate e cuidado à animais afetados por acidentes, emergências e desastres ambientais, naturais ou causados pela ação humana. 

Desastres, acidentes e crimes ambientais costumam deixar um rastro de mortes humanas e destruição de ecossistemas, mas com frequência, são os animais as vítimas não contabilizadas. 

Foram milhares de animais domesticados soterrados pela lama das barragens que se romperam em Mariana e Brumadinho; outros milhares de animais marinhos atingidos pelo derramamento de óleo no litoral brasileiro; e outros milhares, possivelmente milhões, de animais silvestres mortos ou feridos nas queimadas que atingem com cada vez mais intensidade os biomas brasileiros, notadamente a floresta Amazônica, o Cerrado e agora o Pantanal.

Muitas das espécies atingidas já eram consideradas vulneráveis ou estavam ameaçadas de extinção antes mesmo dos desastres, como é o caso da onça pintada e das araras-azuis, que já tiveram a maior parte de seu território consumido pelo fogo. Os que sobreviverem enfrentarão a fome, a sede e a falta de abrigo. 

Cientistas já falam em sexta extinção em massa e aniquilação biológica de espécies animais, com um terço delas já vivendo em declínio populacional. Se considerarmos que a crise climática deve intensificar ainda mais estes processos, tanto em quantidade quanto em intensidade, tornam-se ainda mais necessárias ações de proteção à biodiversidade brasileira, considerada a maior do planeta. 

No entanto, o atual Plano Nacional de Proteção e Defesa Civil não contempla o socorro à animais vítimas de desastres, deixando-os desamparados e à mercê da solidariedade de organizações da sociedade civil, ativistas e voluntários que apesar de toda dedicação e empenho, na maioria das vezes não dispõem de todos os recursos e infraestrutura necessários ao resgate e acolhimento de tantos animais.  

Neste contexto, torna-se absolutamente URGENTE o estabelecimento de uma política nacional de resgate e cuidado de animais afetados por desastres, acidentes e crimes ambientais, assim como proposto no PL 4670/20 de autoria dos deputados Célio Studart (PV-CE) e Alessandro Molon (PSB-RJ). 

A Política Nacional de Acolhimento e Manejo de Animais Resgatados - AMAR, prevê a inclusão de ações de proteção, resgate, acolhimento e manejo animal nos protocolos de resposta das equipes de socorro e defesa civil, estabelecendo procedimentos mínimos necessários para a proteção de animais silvestres ou domesticados, de todas as espécies.

Petition demanding the approval of Bill 4670/20 which institutes a National Policy for Aid and Management of Animals in Disasters. If approved, the project will mandate that states and municipalities across Brazil include in their civil defense protocols plans to rescue and care for animals affected by accidents, environmental accidents and emergencies, natural or caused by human action. 

Disasters, accidents and environmental crimes usually leave a trail of human deaths and destruction of ecosystems, but animals are often the victims unaccounted for. 

Thousands of domesticated animals were buried in the mud of the dams that broke in Mariana and Brumadinho in 2015 and 2019 respectively; thousands of other marine animals were intoxicated by the oil spill off the Brazilian coast; and thousands more, possibly millions, of wild animals were killed or injured in the wildfires burning the Brazilian biomes with increasing intensity, notably the Amazon rainforest, the Cerrado and now the Pantanal, the largest wetland in the world. 

Many of the species affected were already considered vulnerable or in risk of extinction even before disasters, such as the jaguar and blue macaws, which have already consumed most of their territory by fire. Those who survive are unsheltered and face hunger and thirst. 

Scientists have recently been talking about the sixth mass extinction and biological annihilation of animal species, with a third of them already living in population decline. If we consider that the climate crisis will further intensify these events, both in quantity and intensity, actions to protect Brazilian biodiversity, considered the largest on the planet, become even more necessary. 

However, the current Brazilian National Plan for Civil Protection and Defense does not include the animals who are victims of disasters, leaving them destitute and at the mercy of the solidarity of civil society organizations, activists and volunteers who, despite all dedication and effort, lack all the resources and infrastructure necessary for the rescue and shelter so many animals.  

In this context, it is absolutely URGENT to establish a national policy for the rescue and care of animals affected by disasters, accidents and environmental crimes, as proposed in PL 4670/20, authored by representatives Célio Studart (PV-CE) and Alessandro Molon (PSB-RJ). 

The National Policy for Aid and Management of Animals in Disasters, determines the inclusion of protection, rescue, care and management of animals in the response protocols which guide rescue and civil defense teams, establishing minimum procedures necessary for the protection of wild and domesticated animals of all species.
