(http://smainichi.jp/english/articles/20190619/p2a/00m/0in/021000c )

【WAKAKO】

ENGLISH Version

Takashi Okamura (represented by YOSHIMOTO AGENCY), a comedian of the group “Ninety-Nine”, made a controversial remark on a radio channel called “All Night Nippon” the 23th of April.
One of his listeners on the show complained about not being able to go to a Fūzoku (brothel) because of the COVID-19 pandemic. Mr. Okamura’s response was the following:”When this situation (the pandemic) gets better, interesting things will happen. After this is all over, pretty people, cute girls, will start night jobs. Why? Because they’ll need to make money in a short period of time.”

His unfortunate comment is not just about the sexualization of women, but portrays how the society will be exploiting young women who will have to provide sexual services due to their unstable economic situation. Hearing this tragic situation as something to look forward to is disgraceful.
Although Mr. Okamura’s comment is facing a lot of backlash, we demand appropriate consequences for his behavior.

First, we ask YOSHIMOTO AGENCY to make a statement and show clear action to ensure that sexualizing, objectifying, and promoting sexual services of women in desperation will never happen again.

Second, we ask NHK (National Broadcasting Channel of Japan) to discontinue his engagement at the channel “チコちゃんに叱られる” (Chiko-chan will scold me), as many viewers of the show are children and his inappropriate actions show that he is unfit for such responsibilities.

The Japanese sex industry has been raising flags in recent years due to human trafficking and exploitation of underaged girls.
According to the TIME article from 2019, “The Sexual Exploitation of young girls in Japan is on the increase”.n Expert says there had been 103 sex trafficking reports in Japan to the NGO Light House in 2018.

Furthermore, in Tokyo there are said to be more than 5000 underaged junior high and high school students that are being sexually exploited, and in Japan there are more than 170.000 junior high and high school students (all minors) who are involved in sex trafficking.

Human/sex trafficking in Japan is not only an issue about Japanese women, but is also involving many foreign women from South Korea, China, Thailand, Vietnam, Russia, Colombia, etc.

However, the society is not just exploiting young students. Another group that is affected and exploited are single-parent families, usually women, who live below the poverty line.

According to the report released by the Japanese Institute of Labor Policy and Training in 2019, 51.4% of the single-mother households, 22.9% of single-father households live below the poverty line (annual income of 2,200,000JPY),  while the rate is 5.9% for  two-parent households. Furthermore, 13.3% of single-mother households are considered “Deep Poor”, meaning they earn barely half of the poverty line minimum (approx. 1,100,000JPY), and 8.6% and 0.5% for single fathers and two-parent households respectively.

Many women who live in the poverty line don’t have a safety net, nor third party support, and having children makes the situation even more desperate. In a society where women do not have the same economic and political opportunities as men, they are particularly vulnerable. As a consequence, many women start working in the sex industry and cannot find a way out of poverty.

Each person has their own story, but the bottom line is that there are many young women who are exploited by society, with no support to get out of their predicament. We cannot tolerate this massive societal exploitation, nor its endorsement of people like Mr. Okamura.

People with influence have a social responsibility to the society, and they have to be held accountable when they don’t do it justice.

You may not be part of the problem, but as a member of society, you can be part of the solution and help us raise awareness and sign this petition, share it with your friends, and together we can form a society that lives up to its values and principles.

-Comments from each member-

For many years the society has objectified and sexualized women in public, and has allowed that to happen. But we can’t let this continue for the next years. We need this to end now.
Sadly, we live in a society where those in weaker positions are exploited, and it sickens me to hear such a comment said as a “joke”, and the fact that no serious measures are taken worries me.
What he mentioned, sparks and triggers many different issues in the japanese society,  sexual exploitation, objectification and sexualization of women, human trafficking and this can not be treated as a joke.
Therefore we need to start taking concrete measures and actions so that our society stops tolerating statements such as of Okamura’s.

-Kazuna Yamamoto

Such statements are far too tolerated in Japan and are a symptom of a deeply-rooted and twisted view towards women by this society. It’s time to reform this culture. - Christian Wolfer

I am highly aware that his remark was caused by Japanese social situation which is overwhelmingly sexist. This is just what is made out of the Japanese society, and this is what the Japanese society has been allowing.  It is effortless for me to tell that although he would apology for his actions and remarks, he would not be able to change his profoundly rooted sexist and misogynic mindset and attitude. Moreover, I am also aware that he is not the only one who are habitually sexist and he just happened to be a fool to say such a thing in public, without consideration of the consequence his reputation and influence can bring.

However, those sexist and misogynistic attitudes are contributing to building glass-ceilings in women's lives.

The Japanese society SHOULD NEVER allow him to come back to his workplace which is the educational TV show “Chiko-chan will scold me ”by Japan Broadcasting corporation NHK. It has become one of the most popular tv shows in Japan for all generations, especially children. This TV show also has a mascot who is setted as a 5 years old girl and his behavior and attitudes are absolutely inappropriate to be part of the show. In fact, As much as there should be more severe consequences, for now we are demanding him to give a concrete apology and being dismissed only for this one tv show. “If he makes an official apology as we have demanded above, we expect him to not only apologize for "making people uncomfortable" but to acknowledge the gender-based discrimination, sexual harassment and sexual violence in Japan

Tolerating someone as influential as Okamura to say such sexist and misogynistic comments allows our society to justify gender-based discrimination, sexual harassment and violence. And no matter how “good of a man” Okamura is, we can not just “let him go” without any consequences.
Why? Because if he isn’t held accountable for his sayings, it just leaves hundreds of women in physical, and emotional pain and it will be surely assisting to increase the number of second sexual violence in the future.
Furthermore, this is not the first time (in reality, quite habitually) he made a sexist/misogynistic remark and action in public which proves that concrete measures need to be taken.

In order to achieve a society where [Women are able to shine] as the government is pursuing, those who objectify women have to be responsible with their actions--- and we can not let them get away as we have before. Even if the society “let’s this go”, we will never forget.-  Chisato Yamashita

Okamura’s comments make me sick. The notion that he lives with the hope that girls in desperate need of money will have no choice but to sell their bodies is absolutely sickening. Joking about sexual exploitation and poverty and getting away with it is unacceptable. This is not some comedian’s random comment. It is just the tip of the iceberg, an example of the utter lack of social awareness about poverty, gender inequality and exploitation, especially within the entertainment industry. The whole industry needs to seriously consider these issues.
- Rhea Endo

I am appalled that a statement like this was made and even accepted by the media and the Japanese society. Although there are other cases, this case was a turning point in urging the need for change not only in the media industry but also in education. A change needs to be brought within the media industry and education, so we never tolerate sexual comments and actions that can lead to sexual exploitation. Celebrities with power should not be excused from being made such repulsive comments and we must stand together and raise our voices against this. - Mio Kodama

Mr. Okamura’s comments were so shocking and sad that it took me a while to process them. The fact that the comments were made only on a radio show is not an excuse, as it doesn’t take away from the fact that such discriminatory comments were made on a public platform that anyone can access. His comments are extremely irresponsible and on top of that, it is also extremely problematic that the production side of the media also tolerates such comments. I would like to ask for him to reconsider how hurtful and sexually exploitative his comments were. This is verbal violence, and cannot be forgiven. -Yui Kitagaki

There is nothing as illustrative of Japan’s current climate of misogyny as a renowned Japanese comedian unashamedly publicly commenting about his excitement over the fact that many women will find themselves in poverty due to the effects of a natural disaster and that he will be able to take advantage of these women in need for his own sexual gratification. I was beyond enraged and disgusted when I learned of these comments made by Mr. Okamura. Misogyny is ingrained in Japanese humor and entertainment, but much of Japanese society is oblivious to this issue. Therefore, to tackle the ignorance in Japan regarding the sexual exploitation and objectification of women, we cannot continue to let such incidents slide. The media and entertainment industry plays a fundamental role in shaping the culture and mannerisms of people, meaning it is imperative that we hold people accountable for making problematic, dehumanizing comments such as this one. We must put a stop to this culture. - Yuka Nakama

I was so shocked to hear that Okamura-san, a comedian who I liked when I was a child, made a unforgivable remark which leads to sexual exploitation and disrespect of women. It is not only his problem. This problem reveals Japanese comedy industry and society's darkness which have allowed such comments until this current time. This kind of remark includes sexual objectification and exploitation has been even taken as "funny thing", which cannot be allowed anymore. I demand Japanese celebrities like Okamura-san to understand that such remarks are not a thing to laugh at. Think about how many people get hurt by the remark. Think about how strongly your remarks give influence to people. Also I ask Okamura-san not only to apologize but to get fundamental understanding about the issue.

This time we ask him to dismount from the TV Program "Chiko-chan ni Shikarareru", and we think that it is an appropriate request if you truly understand the issue here. Probably it is too strict to say that but frankly speaking, I do not think a person who states a comment including disrespect to women, sexual objectification and sexual exploitation has a right to continue to be a position of MC for the program.

There are a lot of people who get hurt because of the remark which you consider as a "funny thing". There are a lot of women who have no choice but take a sex work due to the poverty. There are a lot of women who are forced to be sexually exploited. If you know and understand those situations, you would have not made "women in poverty due to the COVID-19 pandemic being in Fuzoku to earn money" as "funny thing".   - Wakana Kato

I was very shocked to hear that Mr. Okamura had said such a statement. I believe that his words, and the members of the media that allowed such a statement, is a reflection of how Japanese society still undermines the seriousness of problems concerning women, poverty, and human rights overall. In order to ensure that such a mindset is not continued, I believe it is our responsibility to raise our voices. -WAKAKO
