The petitioners demand that San Diego City College President Ricky Shabazz, District Chancellor Constance Carroll, and the SDCCD Board of Trustees President, Maria Nieto Señour reinstate Spanish Professor Salvador Gonzalez to his teaching job at San Diego City College. Gonzalez was wrongfully terminated in spring 2015 for reporting verbal abuse, humiliation, racial harassment and discrimination, and retaliation against him by his immediate supervisor, Department Chair Rosalinda Sandoval. This petition is based on complaint number 488-2015-00193 filed February 17, 2015, at the office of Equal Employment Opportunity Commission (EEOC). For over four years, Rosalinda Sandoval insulted Salvador Gonzalez based on his origins in Mexico City, and continued with a series of racist insults: Chilango prieto, mosca prieta, Elvis Mexicano Prieto, and many other personal insults. Chilango is an ethnic slur for people from Mexico City. Prieto means “dark skinned”. Mosca means “house fly”. Sandoval not only used derogatory racial slurs against Gonzalez, but she also frequently referred to other professors using pejorative terms such as “la india,” referring to a female professor’s ethnicity, “el naco,” for Becerra’s out-of-fashion attire, and “el prieto,” referring to a full-time professor’s skin color.

Department Chair Sandoval violated Gonzalez’s civil rights; her supervisor, Division Dean Gerald supported Sandoval despite her racially oppressive conduct; the District’s Human Resources office ignored Gonzalez’s evidence of abuse; and the Board of Trustees supported the final decision of HR’s flimsy “investigation.” The racial aggression and abuse endured by Gonzalez were sanitized, normalized, and legalized by a letter to Gonzalez from District Chancellor Constance Carroll, where she affirmed the Board’s and HR’s findings of nothing untoward in Sandoval’s and Gerald’s actions. In other words, the HR investigation and the Board’s review process are designed to shield supervisors’ abuse rather than to intervene and redress such instances. As a result of reporting the abuse by his supervisor, Rosalinda Sandoval, Professor Gonzalez lost his teaching position and his main source of income.

Please sign this petition to demand that San Diego City College President Ricky Shabazz, District Chancellor Constance Carroll, and the SDCCD Board of Trustees President, Maria Nieto Señour reinstate Salvador Gonzalez as a Spanish professor at San Diego City College. This petition is based on the EEOC’s determination that there was “reasonable cause to believe” that Sandoval violated his Civil Rights and that Gonzalez was wrongfully terminated for reporting blatant racial harassment and discrimination, abusive conduct, abuse of power, and retaliation, which are in direct conflict with SDCCD Board Policies of Civility and Mutual Respect, Nondiscrimination, and Prohibition of Harassment (BP 7150, 3410, 3430), as well as violating the Title VII of Civil Rights Act of 1964.
