올림픽 헌장은 국가의 기원이나 정치적 의견에 근거한 차별을 금지합니다 (올림픽주의의 기본 원칙 #6). 또한 국제올림픽위원회(IOC)는 정치적 중립성을 유지하고 올림픽 경기에 영향을 미치는 어떠한 형태의 차별이든 조치를 취할 것을 요구해 왔습니다(2.5, 2.6, 16.1.3). 또한, 일본 올림픽 위원회(JOC)도 올림픽 헌장의 준수를 보장하고 일본 내에서 수행되는 모든 형태의 차별에 대한 조치를 취하도록 요구됩니다(27.2 규칙)
그러나 현재 IOC와 JOC 모두 그 임무를 수행하지 못하고 있습니다. 대만 출신 선수들은 대만 국적이라는 이유로 차별을 받고 있으며, 이러한 행위는 중지 되어야만 합니다.
올림픽에 참가하는 모든 국가는 자국의 이름, 국기, 국가를 사용할 수 있습니다. 그러나 대만만이 유일한 예외입니다. 대만 선수들은 40년 동안 대체 국가인 상상 속의 나라, 차이니즈 타이페이의 국가가 연주되고, 가짜 국기를 달고 다니는 굴욕을 감수해야 했습니다. 대만 역사상 최강의 여자농구선수 중 한 명인 로자 첸은 대만이 승리한 뒤 눈물을 흘렸습니다. 그러나 그가 흘린 눈물은 승리의 눈물이 아니라 메달 수여식에서 대만의 국기 대신 차이니스 타이페이 올림픽 깃발이 게양되는 것을 보고 흘린 눈물이라는 사실을 인정했습니다.
2020 도쿄올림픽에서 자국 국기와 국가를 사용할 수 없는 나라는 러시아뿐인데, 도핑 프로그램을 운영하다 적발돼 부정행위로 처벌받고 있기 때문입니다.
대만이 이와 동일한 범주에 속한다는 사실은 말도 안 됩니다. IOC가 대만 국적 선수들에 대해 이와 같은 차별을 하는 것은 정치적 중립을 버리는 것이며, 중국의 대만에 대한 주권 주장에 동조하는 행위입니다. 중국 공산당은 대만이 중화인민공화국의 일원이 된 적이 없는데도 불구하고 어떠한 이름으로든 대만의 올림픽 출전을 반대하고 있습니다. 더우기 2022년 동계 올림픽이 중국에서 개최 될 예정이기에 중국공산당은 그들이 원하는 것을 얻기 위해 IOC에 상당한 영향력을 행사할 수 있는 상황입니다.
IOC가 대만을 '차이니즈 타이베이'라는 이름으로 올림픽에 참가하도록 강요한 행위는 차별적이고, 정치적인 의도가 있을 뿐만 아니라, "국제올림픽위원회의 국가명은 자국의 영토 범위와 전통을 반영해야 한다"는 올림픽 헌장 30.2조에 정면으로 위배됩니다.
"Chinese Taipei"라는 이름은 대만의 영토 범위를 반영하지 않습니다. 272평방 킬로미터의 수도 타이베이는 대만의 국토 면적의 1%도 되지 않습니다. 게다가, 최근의 여론 조사에 따르면 대만 인구의 2.4%만이 "중국인"이라고 생각하는 반면, 압도적 다수가 "대만인"이라고 생각하는 것으로 나타났습니다.
"Chinese Taipei"라는 이름은 IOC와 그 당시 대만을 통치했던 권위주의 정부 사이의 1981년 타협에서 유래되었습니다. 1949년에 끝난 중국 내전의 상처는 아직도 남아있지만 그때 이후로 많은 것이 변했습니다. 중국은 여전히 과거에 머무르고 있는 반면, 대만은 변화를 추구해 왔습니다. 대만은 현재 세계에서 가장 자유롭고 민주적인 국가 중 하나이고, 반면 중국은 가장 반 민주적인 나라 중 하나입니다. 시진핑(Xi Jinping) 중국 국가주석은 대만이 불법으로 점령된 지역이므로 무력으로 되찾을 수도 있다고 주장하고 있습니다. 한편, 대만의 총수인 차이잉원(Tsai Ing-wen)은 그에 대해 어떠한 반박이나 중국에 대한 협박을 하지 않고 있으며, 단지 평등과 존엄의 조건하에 대화를 요구하고 있습니다.
최근 몇 년 동안, "차이니즈 타이페이"라는 용어는 대만 사람들에게 중국에 의한 수치심과 억압의 상징으로 여겨지게 되었습니다. 뉴욕 타임즈의 한 기자는 최근 미국 독자들에게 만약 그들이 "브리티시 워싱턴"이라는 이름으로 국제 행사에서 경쟁하도록 강요된다면 어떤 기분일지 상상해보라고 했습니다.
'차이니즈 타이페이'라는 이름은 대만 사람들에게 부정적인 감정을 불러 일으키고, 지도에서 누구나 찾을 수 있는 곳이 아니기 때문에 세계인들에게 혼란과 오해의 원천이 되고 있습니다. 역사속에서 버려져야만 하는 이름이 아닌가 합니다. CCP의 맹렬한 주장 외에는, 그 이름을 지속 사용해야 할 어떠한 합리적인 이유가 없기 때문입니다.
대만은 2018년 국민투표를 실시해 유권자들에게 2020년 도쿄 올림픽에 '차이니즈 타이베이'가 아닌 '대만'으로 출전해야 하는지 여부를 결정하도록 했습니다. 국민투표가 있기 며칠 전, IOC는 대만이 '대만'으로 출전하려고 한다면 올림픽 출전이 금지될 수도 있다는 내용의 서한을 발표함으로써 투표 결과를 노골적으로 방해했습니다. IOC의 압력 때문에, 많은 유명한 대만 올림픽 선수들이 그들의 경력을 망칠까 두려워 공개적으로 국민투표에 반대했습니다. 그들은 올림픽에 전혀 출전 하지 못 하는 것 보다는 차라리 차별적인 상황에서라도 출전을 하는 것이 더 낫다고 판단했을 것 입니다.
국민투표는 결과적으로는 실패했지만, 큰 실패가 아니였습니다. 45%의 유권자들은 대만이 올림픽 출전이 금지될 가능성이 있다는 것을 알면서도 여전히 대만이라는 자신의 이름으로 경쟁할 수 있도록 투표했습니다.
다른 어떤 나라도 이러한 선택에 직면하지 않았습니다. 오직 대만만 그렇습니다. 이는 부당하며, 이제 끝내야 합니다.
도쿄가 마지막으로 올림픽을 개최한 1964년, 대만은 "대만"으로 경쟁했고 자국의 국기를 사용했습니다. 대만은 퇴출될 염려 없이 2020년 도쿄에서 다시 한번 자신처럼 경쟁할 수 있는 기회가 주어져야 합니다.
2013년 이후 IOC 위원장으로서, 토마스 바흐는 대만 선수들에 대한 차별적인 대우에 대해 책임을 져야 합니다. 그의 지도 아래, IOC는 그들의 사명과 규칙을 지키지 못 했습니다. 이것은 변명의 여지가 없습니다.
자국이 분단된 1976년 올림픽에서 금메달을 딴 독일인으로서 바흐씨는 당시 서독(독일연방공화국)과 동독(독일민주공화국)이 모두 자신의 이름과 국기, 그리고 자신의 국가를 사용하여 겨룰 수 있었다는 것을 분명히 알고 있습니다. 오늘날 남한과 북한도 마찬가지입니다. 대만만이 차별을 받아서는 안 됩니다.
만약 #BeijingBach가 중국 공산당에 맞서 대만 선수들에 대한 IOC의 차별을 끝낼 도덕적 용기가 없다면, 그는 IOC 위원장이 될 자격이 없습니다. 그는 즉시 사퇴하고, 모든 선수들이 어느 나라에서 왔든 평등하게 존중 받을 권리가 있다는 원칙을 지켜낼 새로운 지도자를 위한 자리를 내주어야 합니다.
