Thank you all who have paid attention to this rezoning proposal.

However, city of Brookhaven Mayor and council members voted in favor for rezoning on November 29th 2022 public hearing meeting at City Hall.

There are more rezoning proposal coming in Brookhaven GA.

We wish all the best for Brookhaven.

We are a group of neighbors in Brookhaven GA who enjoy living in this quiet neighborhood, raising our children, working from home to make a living and accommodating our family, relatives and friends all the time.

We appreciate the opportunity to spend a few minutes on this matter of our surrounding neighbourhood regarding 3068, 3074 and 3086 Osborne Rd Brookhaven GA 30319, known as Morrison Farms. This 7.2 acre property is closely bordered by residential streets on all sides and is only suitable for single-family residential use. There is a Rezoning Application to be voted and currently scheduled by the City of Brookhaven Council on November 29th, Tuesday, 7pm. There are very legitimate concerns that if rezoned, the development of this privately owned facility will likely damage values of surrounding homes.

FULL DISCLOSURE: Our opposition to this rezoning is solely because our neighborhood does not want to have a school sports facility and extracurricular events venue (theater in the gym, for example) that negatively affects traffic, noise and real estate values. This opposition should not be seen as being “anti-St. Martin’s school” which already has land purchased for a sports complex on Buford highway which has not been developed. ANY entity proposing a rezoning in this property with similar plans would be opposed.

The school has planned to install 8ft fence, lighting around the 7.2-acre property with a gate for 3 soccer fields, a 2-story 22,000 square foot gym, 35 ft in height which is not compatible to the neighborhood and 87 parking spaces, for private use. The old, tall trees in the rezoning proposal will be logged for parking space and soccer fields so this controversy is not  between choosing “greenspace” and a residential neighborhood. It  only serves members of St. Martin's community  and and is closed off to the rest of the community except for a .5 acre “pocket park” accessible during operational hours

 There are problems we will have if the rezoning permit passes.

Here are concerns to the current neighbors as below: 

1. Excessive Noise like air horns, whistles, cheering and so on from operating hours: 7am-9:30pm Monday-Friday, 9am-9:30pm on Saturday, 11am-7pm on Sunday. Our children may not be able to take a nap and putting children to bed on time may become difficult. Working from home may become much harder. (The hours was advised to 8am-9:30pm M-F by Planning Commission public hearing on Oct 5th)

2. There will be heavier traffic on inadequate streets. 

The proposed rezoning property is on 3068, 3074 and 3086 Osborne Rd, faces Osborne Rd and it connects to Wimberly and Windsor Parkway where all are a 2-lane road. 

It is very likely there may not be enough parking space on the weekend/events on the designated parking lot. This may result in visitors parking in front of neighbors’ homes and this will make ambulance or fire department crew difficult to pass through when necessary.  

3. The home values in nearby areas will most likely decrease.

According to the study “THE INFLUENCE OF PRIVATELY AND PUBLICLY INDUCED REZONING ON RESIDENTIAL REAL ESTATE PRICE” by Jeffery G. Robert, University of Georgia 2019, quote from the abstract “This research tests the externality effects of privately and publicly induced rezoning, which maintains homogenous residential neighborhoods, is observed to increase surrounding residential real estate prices. The shift to non-residential real estate zones from residential real estate zones is associated with negative price shocks for residential real estate. Urban planners can use these results to make more informed decisions as private developers seek to redevelop underutilized urban property within their district.” 

This finding has been confirmed with Professor Robert.

Please sign this petition for all young children to grow up happily and healthy with adequate sleep and neighbors who have lived here for years enjoy peace and quietness at home.

If we win, we will stay the same environment to live as usual. 

If we lose, we will not able to stay at the home where constant noise occurs, your and our children will not be able to go to bed on time, children need the quality of sleep to grow up! The ambulance/fire department crew may not able to go through when necessary.
