I'm writing to inform you that there has been emerging evidence around the world that exposed a blatant power grab by the World Health Organization (WHO). We the citizens, wish to confirm if this is indeed true and will Singapore be approving the amendments to the International Health Regulations (IHR) by the WHO.

We further wish to know the following:

1. What is Singapore doing to safeguard our sovereignty and our own Public Health policies with regards to WHO? Officials in WHO are unelected by the people. They should not be dictating our health and our lives and we should definitely not be giving our sovereignty away. 

2. Will we be informed of important documents which we will be signing on behalf of Singapore and how do we ensure that this is what the people want? 

3. Was these documents be published on any official government website so we can see.

The proposed WHO amendment to the IHR and other documents eg Pandemic Treaties etc are threats to the sovereignty of our country and the inalienable rights of the people. I quote from Page 8, Article 12 of the intended amendment which countries will be voting for on May 22-28 2022. 
Strengthening WHO preparedness for and response to health emergencies Proposal for amendments to the International Health Regulations (2005)

Article 12: Determination of a public health emergency of international concern, public health emergency of regional concern, or intermediate health alert

1. The Director-General shall determine, on the basis of information received, in particular from the State Party within whose territory an event is occurring, whether an event constitutes a public health emergency of international concern in accordance with the criteria and the procedure set out in these Regulations.

2. If the Director-General considers, based on an assessment under these Regulations, that a potential or actual public health emergency of international concern is occurring, the Director-General shall notify all States Parties and seek to consult with the State Party in whose territory the event arises regarding this preliminary determination and may, in accordance with the procedure set forth in Article 49, seek the views of the Committee established under Article 48 (hereinafter the “Emergency Committee”). If the Director-General determines and the State Party are in agreement regarding this determination that the event constitutes a public health emergency of international concern, the Director-General shall, in accordance with the procedure set forth in Article 49, seek the views of the Committee established under Article 48 (hereinafter the “Emergency Committee”) on appropriate temporary recommendations. 

(In the amendments, the part in bold and italics "and the State Party are in agreement" will be removed, which in effect, allows the Director-General of WHO to call for a Public Health Emergency without consultation and agreement with State Party.)

It paves ways for WHO to control the world and is open to abuses as seen in the COVID-19 pandemic when the definition of "vaccine" has been changed to their whims and fancies. It allows for unfettered right to impose unjustified lockdowns, declaration of pandemics and is open to abuse and corruption. 

We do not agree to the signing/approving of any amendment without a referendum from the people. 

This petition is not an attack on the Singapore Government, but to seek clarification and a plea for delegates representing Singapore to do the right thing.

We just want to bring this matter to the attention of the delegation team going to Geneva. 

If indeed there are reasons to believe that the proposed amendments to the IHR are traitorous in nature, please RESIGN IN PROTEST. DO NOT SIGN IT.

We believe that our citizens have the right to participate in any agreement or voice out objections to any such agreement and/or to oppose any such agreement as it affects our natural rights, our livelihood and our mental and body well beings.

We state that in view that the proposed or planned WHO agreement/amendments to the International Health Regulations (IHR)  is a threat to the plain and simple living of society. Each country wanting to participate in the WHO Agreement must engage with the citizens by way of a call for voting on the matter and conduct of our government entering into such agreement without the approval of each citizen or at least majority agreement, would be unlawful, illegitimate and absolutely invalid. 

WHO, we put you on notice that we the people of SINGAPORE, oppose any such attempt by you and shall hold you and the Government of Singapore both liable should you enter into such agreement without our consent and approval. It is undemocratic and dangerous to put the power into a body such as WHO that so far has shown to be corrupt. We say this because of how WHO has handled the Covid 19 pandemic and the injurious H1N1 (swine flu) vaccine for a controversially declared pandemic and also is reliant on public funding which can lead to conflict of interest position. 

We wish to seek clarification that Singapore will not be participating in the signing of such an amendment which would erode our Constitution. 

As citizens, our duty is to the country/state and not to any government of the day. It is also our duty to keep our government in check.

世界卫生组织（WHO）对《国际卫生条例(IHR)》的拟议修正案是对我国主权和人民不可剥夺权利的威胁。 我引用预备修正案的第 8 页第 12 条，各国将在 2022 年 5 月 22 日至 28 日投票对其表决。

加强世界卫生组织(WHO)对突发卫生事件的准备和应对, 修订《国际卫生条例(IHR,2005）》的提案

第 12 条：国际关注的突发公共卫生事件、区域关注的突发公共卫生事件或中度健康警报的确定

1. 根据收到的信息，特别是从本国领土上正发生事件的缔约国收到的信息，总干事应当按照本条例规定的标准和程序确定该事件是否构成国际关注的突发公共卫生事件。

2. 如果依据本条例规定进行的评估总干事认为正发生国际关注的突发公共卫生事件，则应当与本国领土上发生事件的缔约国就初步决定进行磋商。如果总干事确定并和缔约国对决定意见一致，总干事应当根据第四十九条规定的程序就适宜的临时建议征求按第四十八条成立的委员会(以下统称“突发事件委员会”)的意见。

（在修正案中，“并和缔约国对决定意见一致”的粗斜体部分将被删除，这实际上允许世卫组织总干事在未与缔约国协商和同意的情况下宣布突发公共卫生事件。 )

世界卫生组织（WHO），我们通知你，我们新加坡人民反对任何此类尝试，如果未经我们的同意和批准而签订此类协议，你和新加坡政府均应承担责任。迄今为止世界卫生组织（WHO）已经被证明是一个腐败的机构，将权力交给像世界卫生组织（WHO）这样的机构是不民主的、危险的。我们之所以这么说，是鉴于世界卫生组织（WHO）处理 Covid 19 大流行的方式，以及用有害的 H1N1（猪流感）疫苗来应对有争议的大流行的方式，并且世界卫生组织（WHO）还依赖可能导致利益冲突的公共资金。 

我们希望澄清新加坡不会参与签署这样一项会侵蚀我们宪法的修正案。 

作为公民，我们的对国家/州负有义务，而不是对当时的任何执政政府负有义务。 我们也有义务去监督我们的政府。
