Why this petition matters

Guam Power Authority contracted out Korea Electric Power Company (KEPCO), an organization with a history of corruption and scandals, to construct a 180 megawatt power plant. Originally, this powerplant was supposed to be built in Ukkudo but KEPCO and GPA were unable to obtain permits through the Guam Environmental Protection Agency due to the amount of pollution that would occur in that area. GPA and KEPCO now want to split the project in two and build a plant at Cabras near Jose Rios Middle School. However, a 1993 law prohibits fossil-fuel-burning generators from being built within 1,500 feet of a school. GPA is now in the process of trying to get this law waived so that they can build a 45 megawatt powerplant within 1,200 feet of Jose Rios Middle School.  

These permitting issues have led to a 2 year delay which puts GPA behind on meeting their target of 100% renewable by 2045. This power plant is also expected to burn liquefied natural gas which not only keeps Guam dependent on fossil fuels but subjects residents to huge financial losses in the future as the prices of LNG will balloon in the years to come. Not only this, but building a powerplant at Cabras will put the health of children and teachers at Jose Rios Middle School in danger from pollution. 

It is time that GPA and KEPCO are held accountable for their actions. We need to think about the future of our energy and what is best for the island as a whole. GPA always touts LNG as a solution and a way to lower rates but the reality is that fossil fuel rates will ALWAYS rise. There are countless articles of GPA promising the community that rates will lower only for them to swiftly rise again. The only way to become energy secure is by getting off fossil fuels and transitioning to renewable energy.
