Stop dangerous driving in Clear Water Bay and Sai Kung Area
Why this petition matters
Sai Kung and in particular Clear Water Road have been the subject of bad driving behaviour for a very long time. Late night car and motorcycle races are very common and happen several times a week if not every nights.
Let’s not forget car races on public roads are illegal, dangerous and extremely noisy. This happens while the police is aware of it without doing anything, and people living in the area are resigned to live with it without fighting it any longer.
This is an important problem that is affecting everyone of us from all different villages. It matters a lot because those car races are dangerous and create much nuisance:
- anyone crossing the road to catch a bus or mini bus is at risk,
- anyone using the road including people in bus or mini bus is at risk,
- anyone waiting or walking along the road is at risk,
- people living in houses right next to the road is at risk,
- It is very noisy and disturb everyone in villages near the road,
- It is violent and creates an insecure feeling and bad atmosphere around.
The solution is simple! By introducing various speed controls and information, we should be able to limit those offences to a minimum.
- Add speed limit panels along the road informing it is 50km/h,
- Introduce sections of the road at 70km/h between villages to prevent frustrations,
- Add speed cameras in 2 or 3 places along the road,
- Increase police presence and mobile speed cameras during the first phase,
- Add speed bumps or modify the road with chicanes or curves to reduce car speeds near village entrances or major bus stops.

The petition will be sent to Tseung Kwan O police station as well as Tseung Kwan O district office, Ryan Lee to follow up on the matter. A copy will be sent to the Traffic branch of the Hong Kong police force in Arsenal road, Wanchai.
