JUDICIARY
[Removal of judges]
§23.  a. Judges of the court of appeals and justices of the supreme court may be removed by concurrent resolution of both houses of the legislature, if two-thirds of all the members elected to each house concur therein.
b.   Judges of the court of claims, the county court, the surrogate’s court, the family court, the courts for the city of New York established pursuant to section fifteen of this article, the district court and such other courts as the legislature may determine may be removed by the senate, on the recommendation of the governor, if two-thirds of all the members elected to the senate concur therein.
c.   No judge or justice shall be removed by virtue of this section except for cause, which shall be entered on the journals, nor unless he or she shall have been served with a statement of the cause alleged, and shall have had an opportunity to be heard. On the question of removal, the yeas and nays shall be entered on the journal. (Amended by vote of the people November 6, 2001.)



Judge Anna (Seminerio) Culley has violated her oath of office to the Constitution of the U.S., the Constitution of the State of New York and our New York State and Federal laws. These violations have resulted in Fraud Upon the Court and include, but are not limited to:

1. Title 18 U.S.C. Section 1001, Statements or entries, (a)(1)(2)(3), evidenced in the Judge's "Decision After Trial"
2. Title 18 U.S.C. Section 1621: Perjury (1)(2) section 1746 of Title 28, U.S.C., as evidenced in the Judge's misrepresentation of material facts, in spite of documentary evidence, consisting mainly of documents of public records of which were omitted in her "Decision After Trial ".
3. Title 18 U.S.C. Section 4, Misprision of Felony: by omitting and concealing evidence of criminal activity.
4. Title 18 U.S.C. Section 2(a)(b), Principals, Judge ANNA CULLEY has aided in the violation of U.S. Codes.
5. Title 18 U.S. Code Section 242, Deprivation of Rights Under Color of Law, Judge ANNA CULLEY has denied litigants their due process by abusing her authority, misrepresenting material facts and by concealing and omitting evidence in her "Decisions After Trial", rulings and judgements in spite of evidence entered during trial.
6. NYS Article 175.35, False written statements
7. NYS Article 175.40, Issuing a false certificate
8. NYS Article 496.06, Public corruption
9. NYS Article 210.15, Perjury
10. NYS Article 210.40, Making an apparent false statement
11. NYS Article 210. 50, Written decision

These violations have denied litigants their due process and have resulted in judicial bias, prejudice, abuse of authority and have enabled abusers and criminals to continue in their illegal actions by giving them legitimacy through Judge Anna Culley's abuse of the position as an officer of the Court.

It should be noted that Judge Anna (Seminerio) Culley is the daughter of Anthony Seminerio, former New York State Assemblyman, of Queens, who was indicted and plead guilty to charges of Honest Services Fraud. He died in prison in 2011. Prior to becoming a Public Servant he was a prison guard and climbed the ranks to become the Union President.

In 2014, Judge Culley ran on both Republican and Democratic tickets and won her judgeship unopposed. Her record on the bench shows scant regard for due process. Unless Judge Culley can be removed sooner, her term expires on December 31, 2028.

We, the undersigned, are calling for the removal of Judge Anna Culley in the public interest of upholding the integrity of our Court and our laws and to demand accountability by ensuring that no one is above the law.
