Amazon will likely have a complete monopoly on books if the government does not strengthen existing competitors( Independent booksellers) so that the tax incentives they receive can help, them compete with Amazon's ability to heavily discount books and not lose money. Amazon's self-published titles aren't available in public libraries which leaves a hole the good libraries have been able to extend to society. Amazon has a strong chance to completely privatize a cultural resource, that everyone should have equally access to. By incentivizing Book sellers they could disrupt Amazons hold on the Market.
