The USVI legislature is planning to vote Dec 20, 2022 to overturn a denied DPNR petition to rezone 15.9 acres on Beeston Hill from R-1 low density Residential to B-3 Business scattered.  Please help us by signing this petition and contacting your Senators today to stop the rezoning vote and to stop the practice of spot zoning in the USVI.   We are encouraging the Senators to not use spot zoning to overrule DPNR in order to give a favor to 2 businessmen, who would profit hugely, on residential land they knowingly purchased as residential if it was flipped to commercial.  In March 2021 DPNR held a public hearing and listened to the petitioner and the residents of the area who voiced their opposition to the plans.  After a careful and thoughtful review DPNR denied the petition to amend the official zoning map no SCZ-7.

The USVI legislature held a hearing on Nov 15, 2022 inviting the petitioner and DPNR without inviting the residents to attend or testify.  Some St. Croix Senators especially Senator Vialet, Senator Gittens, and Senator Francis were grandstanding on behalf of the petitioner requesting the zoning change while chastising DPNR and insulting the USVI residents opposition input given to DPNR at the March 2021 hearing.  Please help us protect existing green residential space on St. Croix. Ask the  Senators to instead create bills that encourage revitalization of the existing commercially zoned areas that so desperately need it all over the islands.   

We are requesting the petitioner to file his new revised scaled down project with DPNR so that another public hearing can occur and DPNR can again make a carefully studied ruling on the revised requested petition for rezoning.   The Senators were only given a verbal revised plan by the petitioner as no revised plans have been submitted to DPNR.  It is also important to note that plans are conceptual by nature and can be changed to anything by the petitioner if the Senators proceed with overruling DPNR.

One part of the petitioners plan is to build a shopping strip on the land across from Questa Verde entrance along the road.  There is no public need for a shopping strip being built 1/2 mile from a half vacant Golden Rock Shopping center.  This rezoning attempt will ruin another big beautiful green residential hill that provides a transition from commercial to residential for the entire mid island area.  The traffic pattern is already heavily congested in this area and no traffic study or market feasibility study  has been completed by the petitioner and presented to the Senators to support a rezoning change. 

This proposed rezoning affects  residents living in Beeston Hill, Hermon Hill, Questa Verde, Golden Rock and Rosegate as well as everyone on island that wants to protect their property values by ending the practice of spot zoning by the USVI legislature.   

The picture below shows in red where the petitioner is planning on building a 2 story shopping mall.   The plans do not seem sustainable and we believe the petitioner is  looking for a financial windfall if the Senators grant this favor to him.
