To the Biden Administration,

We, the undersigned concerned citizens, hereby submit this petition to express our deep concern and demand transparency and accountability regarding the recent allegations made by former intelligence officer David Grusch and the claims made by other reputable individuals regarding the existence of an obfuscated Special Access Program(s) (SAP), collaborating with defense contractors and handling retrieval, storage and the reverse engineering efforts of multiple non-human advanced craft; as well as the recovery and storage of biological evidence of non-human intelligence.

The allegations made by David Grusch, as well as the supporting statements from credible sources highlight the existence of program(s) related to the retrieval, analysis, and exploitation of materials of non-human origin. These claims raise significant questions about an unreasonable abuse of the national security guise, keeping the public in the dark about long-standing contact with non-human intelligence (NHI), for the selfish purpose of exploiting recovered technologies.

We believe the information disclosed by Mr. Grusch and other individuals should not be ignored or dismissed. It is essential that our government thoroughly investigate these allegations and provide the public with clear and accurate information regarding these obfuscated UAP-related programs.

We, the petitioners, respectfully request the following actions:

Call on Congress to conduct a thorough and independent investigation of all obfuscated and/or UAP related SAPs with assistance from David Grusch and the undisclosed whistleblowers. The investigating body should be granted the highest level of access to all SAPs including but not limited to those requiring Title-50. This investigation should involve the unrestricted collaboration between all relevant government agencies, independent experts, and congressional oversight committees to narrow down the existence of the aforementioned program(s).

Provide public disclosure: Once the investigation concludes, we demand that the government release an official report containing its findings, without compromising national secrets unrelated to non-human technologies or non-human biological evidence. This report should provide a detailed and unbiased account of UAP-related activities within these SAPs, the historical activities of the program(s), as well as a list of any and all recovered evidence of non-human intelligence.

Enhance congressional oversight: We call for strengthened congressional oversight of UAP-related programs. This includes regular briefings to congressional committees responsible for national security and intelligence, allowing them to exercise their oversight role effectively and ensure transparency, accountability, and appropriate allocation of resources.

Protect whistleblowers: We emphasize the importance of protecting individuals who come forward with information related to UAP encounters or programs. Whistleblower protections should be strengthened with the same services offered to those undergoing witness protection, so as to encourage other witnesses to provide authorized disclosures without fear of retaliation.

International, educational, and privatized collaboration: We urge our government to actively engage with other nations, universities, as well as private industry to foster international collaboration and information sharing regarding UAP-related phenomena. This collaborative effort will help promote a comprehensive understanding, no unfair advantage, and contribute to global preparedness for future non-human intelligence contact scenarios.

While we believe matters of national security significance can be kept in good faith, insofar as they relate non-human intelligence, and their advanced technologies, there is absolutely no justification for keeping this information from the public who are equally homosapiens and cohabitants on this planet. Transparency and accountability in UAP-related programs are essential for the well-being and security of our nation and the world.

We, the undersigned, request that you take immediate action to address our concerns and ensure that the necessary steps are taken to investigate, disclose, and provide oversight of UAP-related programs.

We anticipate a prompt and diligent response to this petition, reflecting the commitment of our government to transparency, accountability, and the safety of its citizens.
