Stop Animal Abuse/Neglect in Pennsylvania
Why this petition matters
The animal abuse/neglect law in PA needs to be changed. Tethering an animal outside for longer than 9 hours is illegal, but leaving them outdoors in a cages in freezing temperatures, wind, rain, snow, excessive heat in summer is not.
My neighbors keep beagles in cages 24 hours a day, 365 days a year. They are never, to my knowledge, let out (I am outdoors with my dog walking him 3 or 4 times a day). It is beyond heartbreaking to hear these poor animals cry out for help. They are left in freezing temperatures in winter and soaring heat in the summe. In cages with wind whipping all around, snow and rain coming in. They are never allowed out to run, feel the grass, get exercise. This is abuse, this is neglect. The law needs to be changed.
I am imploring the PA Senate to initiate a change to the animal abuse law to include caging animals outside in addition to the current tethering laws. At present a dog cannot be tethered outside for longer than 9 hours, no longer than 30 minutes in freezing temperatures or above 90 degrees. It is just as much abuse and torture to leave animals in cages in these conditions. Please keep animals safe from abuse and neglect and change the law.
