As most people who follow Tesla and their FSD testing know that they are actively allowing non Tesla employees to test software on public roads that people believe to be full self driving (which is also the name of the Tesla SW/HW system).

There has been at least one known crash that is blamed on the latest version of Beta FSD, luckily there were no injuries. However, there are several cases (videos and blogs) that detail close calls of crashes that were caused by the software and that in some cases the drivers were barely able to correct in time whereas a severe crash would have occurred otherwise.

Most, if not all, of the public testers are owners of the Tesla stock along with owning a Tesla car and are hence biased and wish to see the product succeed. In addition, Tesla has been known to let the tester know that it is in the best interest of Tesla to show positive results as Elon Musk (CEO of Tesla) is concerned of negative criticism that could affect the Tesla stock price.

The "Beta Testers" are not employed by Tesla, and is an important aspect as Tesla will not take any responsibility for any deaths or severe injuries if and when they occur.

Moreover, Tesla is more than willing to put non trained Autonomous Vehicle (AV) Testers behind the wheel of a >4000lb vehicle and letting them be responsible for their lives and the public's lives without the testers' understandings of the complexities of AV developments, use cases (such as how to transfer vehicle control to and from the human drivers without causing risky transitions), or even functional parameters / corner cases involved in everyday driving like how does it decide between causing property damage or saving lives in cases where there is no good possible choice?

It is the intent of this petition to bring public concerns to the National Highway Traffic Safety Administration (NHTSA) and the U.S. Secretary of Transportation, Pete Buttigieg's attention as quickly as possible to prohibit further public testing before there are severe consequences from this very dangerous and non controlled public testing.
