Prevent Colorado from Reducing Preschool Class Ratios and Group Sizes in UPK Programs
Why this petition matters
As a private community-based provider, I've seen firsthand how the Universal Preschool (UPK) program in Colorado has opened doors for families who typically could not afford our level of care. We were able to enroll a family of 3 siblings on CCAP because UPK helped close the tuition gap for the 2 oldest siblings. For schools that remain fully enrolled, a reduction in class size means that there would be no extra seats available in the Pre-K year, because all seats are taken through students already enrolled from the previous year. The proposed reduction of preschool class sizes to a 1:10 ratio threatens the accessibility to all of our communities.
The loss of four seats in a preschool classroom equates to a 20% reduction in tuition being received. This is particularly impactful for centers that only provide preschool care and or have multiple Pre-K classrooms. For centers that provide care for infants through preschool, it can potentially lead to increased costs for infant and toddler tuition as they attempt to compensate for the loss. This loss can also impact a providers ability to provide increased compensation and benefits to their employees.
We understand that smaller class sizes can be a measure of quality, but it is not the only measure, nor does it guarantee quality. Colorado's Quality Rating and Improvement System, Colorado Shines, takes this into consideration. We have a system that can measure quality regardless of how programs approach their philosophy of care, including the choice to utilize the ratios set forth in the rules and regulations. If UPK truly intends to honor a mixed delivery system that allows parent choice, then they must also allow provider choice.
We urge Colorado policymakers to reconsider this decision and maintain current class size ratios in UPK programs. The future of our children's education and access depends on it. Please sign this petition if you believe every child deserves affordable, quality early education.
