Project 9:14 is designed to reform the juvenile probation standards to ensure the proper handling of each individual placed on probation.

The need for Project 9:14 was brought to light on April 14, 2021 when the life of 12 year old Brian Derek Henderson was taking by a 17 year old repeat juvenile offender who was granted what was indicated to be Intensive Supervised Probation (ISP) on March 26, 2021 just 20 days prior to the date of the of the fatal incident after his 3rd felony possession of a firearm.

Testimony from the ISP officer indicated that she had no contact with the juvenile during the timeframe. 

Though the Standards of ISP specify a frequency for how often contact is to be made with an individual on probation, it doesn't provide a detail timeline for the officer to observe the character, housing, abilities, and overall quality of living of the individual placed on probation.

Statics show the majority of juvenile offenders are placed on probation out of 483 Thousand juvenile cases 51% were placed on probation, 11% placed in an out of home facility, leaving 38% being sentenced to a juvenile correctional facility. Being that probation is the leading course of action for juvenile offenders the room for error should be minuscule in comparison to the 80 percent rate of repeat juvenile offenders.
