The City of Kingston, NY receives $390,000 from the Cable franchise fees from the Cable subscribers, and doesn't direct any funds to the Public access station. Franchise fees are paid to local governments as compensation for Spectrum (or Charter) use of the public rights-of-way and easements. 

Tell Kingston Mayor Steve Noble to support public access television. 

Kingston Public Access is a public, education and government access channel serving the City of Kingston, the Towns of Esopus, Hurley, Kingston, Marbletown, Rosendale and Ulster. Local Public Access 23 on Spectrum. currently Channel 23 is now under Esopus Community TV.
