1903年創立の日比谷公園は、歴史の教科書にある「鹿鳴館」や「帝国ホテル」に並ぶ、日本の近代化と西洋化を象徴する誇り高いアイコンです。
　明治以来、日本中の人々が、西洋音楽や西洋料理に親しんだ場所です。
　設計者である本多静六氏が、自らの首をかけて救ったという、推定樹齢400年の「首掛けイチョウ(wikipedia)」でも知られています。

　ここは都心部に残る貴重な森林空間であり、鳥などの生物が命を繋いでいます。
　周辺の官庁街・ビジネス街・商業街で働く人々や、買い物客・観光客もここで新鮮な空気を吸って休息します。
　日曜には、子供を連れた家族連れが、コミュニティを作ったり、テニス愛好家は憧れのコートでプレイしています。

　誰にとっても思い出のある日比谷公園が、「再生整備」（都建設局）の名の元で壊されようとしています。創立当初からの施設のほとんどが壊され、巨大な広場をつくり、こともあろうに日比谷の商業施設と巨大なブリッジを2本も渡し、まるで商業施設の公開空地かのような「日比谷公園と一体となった比類なき街づくり」（三井不動産）に取り込まれてしまいます。
　この公園は日本史に残る歴史遺産で名園です。いったい誰が賛同するというのですか？この公園を壊していいという方は、堂々と我々に説明して下さい！

　しかも、この計画のために1000本近い樹木、多くは大木ですが、伐採される恐れがあります。

　この公園は公的なもので、今の管理者は東京都建設局です。つまり都民の公園です。
　それなのに、計画を進めているのは東京都で、一般市民にほとんど知らせていません。公園のどこにも計画についての説明などありません。

　公園の破壊は既に始まっており、「再生整備」と称する工事は、昨2023年秋に始まり、既にフェンスで囲まれた第2花壇が壊され、花壇を飾っていたバラの木数百本は小さく伐られてテニスコート脇の狭い植え込みに詰め込まれました。花壇近くの大木数十本も無理な移植をされｍした。それらの計画は十分に説明されないまま、強行されたのです。フェンスの中では、芝生広場を造るための工事が進んでいます。

　日比谷公会堂前の「にれのき広場」では、大木20数本が数年前に伐採され、アスファルトの醜い地面になってしまいました。

　2024年度以内に、大噴水と小音楽堂が壊される計画です。これもまた十分な説明はされておらず、ほとんどの都民や利用者は全く知りません。

　東京都の小池知事、建設局、公園緑地部、東部公園事務所の方には、開発業者や開発を許す専門家だけでなく、一般都民や利用者の希望を聞く、当たり前の手順を踏んでください。
　私たちの歴史を刻み大木が並ぶ古くも美しい公園の破壊的な工事はこれ以上決して許せません。

 

Stop the destruction of Hibiya Park’s history and nearly 1000 trees, Japan’s first Western-style park !

Founded in 1903, Hibiya Park is a proud icon of Japan's modernization and westernization.(wikipedia)  It is featured in history textbooks along with the Rokumeikan and Imperial Hotel.
Since the Meiji period, Hibiya park has helped people in Japan become familiar with Western music and cuisine.
It is also known as the 400-year-old "Kubikake Ginkgo" tree (wikipedia), which the designer, Mr. Seiroku Honda, saved by sticking out his own neck.

This is a valuable forest space with abundant trees in the city center. Birds thrive in this inner city forest.
People who work in the surrounding government offices, business districts, and commercial districts, as well as shoppers and tourists, come here to breathe in the fresh air and take a rest.
On weekends, families with children form a community, and tennis enthusiasts play on the court of their dreams.

Hibiya Park, which holds memories for everyone, is about to be demolished under the name of "revitalization" (By the Tokyo Metropolitan Construction Bureau). Most of the facilities that have existed since the park was founded will be demolished and replaced with a huge plaza. Hibiya park will be reduced to a historical heritage that only remains in history books!

Nearly 1,000 trees, many of which are large, are in danger of being felled for the plan.

This park is public and is currently managed by the Tokyo Metropolitan Government Bureau of Construction. It's a public park.
Nevertheless, it is the Tokyo Metropolitan Government that is proceeding with the plan without informing the general public. Nowhere in the park is there any explanation of the plans.

The main construction of the park is about to start this fall. In fact, the destruction has already begun. About 20 large trees in the "Nirenoki Plaza" in front of the Hibiya Public Hall have already been cut down. That ground has been covered with ugly asphalt.

I would like to ask all people in Japan and overseas who have memories of Hibiya Park to let as many people as possible know about this crisis and help gather their support.

Governor Koike, the Bureau of Construction, the Department of Parks and Green Spaces, and the Tobu Parks Office of the Tokyo Metropolitan Government have followed the natural procedure of listening not only to developers and experts on development, but also to the needs of the general public and users.
We should never allow the destruction of our mature and beautiful park, which is lined with large trees and so much Japanese history.
