Currently, citizens of California are required to break the law and impede traffic as well as endangering the lives of themselves and others on the freeways and highways in order to do "drive cycles" to pass smog, which by the way have NOTHING to do with emissions. Please read the thousands of posts in the provided link below to really get an idea for how many of us Californians are affected by these nonsense implementations of laws that are actually INCREASING the amount of vehicular pollutions and forcing people to face tickets and late fees in regards to their registration. It goes without saying that bureaucratic measures like this are a driving force to the population exodus of California.

The effect of this program is the adoption of new technologies that save time and cost to consumers while improving consumer protections by sanctioning stations and technicians that carry out incomplete inspections.

Additionally, the AB 2289 program is said to be a cost-effective policy since it adopts the on-board diagnostic (OBDII) technology which has been installed on new vehicles instead of tailpipe testing.

Second addendum: All certified SMOG shops should be required to be equipped with a dyno so that things like obd2 scanner issues and drive cycles can be completed in the safety of a shop instead of relying on citizens to get on the road and brake the law to clear some computer codes. As far as a lot of us are concerned, it is not California's duty to inspect how the electronics in a person's car perform, something needs to be done before they control every single facet of your vehicle rather than the emission quality.
