わたしたちは、PENLIGHT （ペンライト）ジャニーズ事務所の性加害を明らかにする会と申します。株式会社ジャニーズ事務所（以下、ジャニーズ事務所）の所属タレントをこれまでこよなく愛し、応援してきた者たちです。 会の名称であるPENLIGHT（ペンライト）には、性暴力被害を訴えられず暗やみの中にある人たちに光があるように、との願いが込められています。

2023年4月12日に元ジャニーズJr.の男性（カウアン・オカモトさん）が、日本外国特派員協会で記者会見を行いました。その会見によると、ジャニー喜多川氏（以下、喜多川氏）から数年間にわたって性暴力被害を受け、また他にも性暴力被害を受けていた少年らがいたということです。

同日、共同通信の取材に対し、ジャニーズ事務所はコメントを出しましたが、自身の実名と顔を明らかにして訴えた元ジャニーズJr.の男性（カウアン・オカモトさん）に対するコメントは一切ありませんでした。またジャニーズ事務所の運営する複数のウェブサイトを確認しても、現時点で先の記者会見に対する応答はみあたりません。
（※追補：ジャニーズ事務所の公式サイトに5/14付で『故ジャニー喜多川による性加害問題について当社の見解と対応』、5/26付で『「心のケア相談窓口の開設」「外部専門家による再発防止特別チームの設置」 「社外取締役」についてのお知らせ』が掲載されました。）

これを受け、性加害の事実に正面から向き合おうとしないジャニーズ事務所の姿勢に、大きな疑問を抱きました。と同時に、これまでジャニーズ事務所に所属しながら、性暴力被害を受け、沈黙せざるをえなかったであろうタレントが多くいたものと推察します。

かつて週刊誌とジャニーズ事務所との間で行われた裁判では、喜多川氏による未成年の少年らに対する性加害について「真実であることの証明があった」と東京高裁が認定。2004年には最高裁で確定しています。

これらの被害実態は、グルーミング（性的な行為を目的に被害者を手懐ける行為）とも評され、性暴力被害の典型的な類型のひとつともされています。さらに契約関係にあっては、タレントは所属事務所に対し従属的にならざるを得ず、力関係の不均衡は明らかです。

なお、喜多川氏はすでに亡くなっていますが、ジャニーズ事務所が性加害を黙認し続け、このような事実があったのにもかかわらず再発防止措置を講じなかったために、その後も被害者を生み出してきたことから、ジャニーズ事務所にも責任があると考えます。

わたしたちはジャニーズ事務所に所属するタレントを応援するものとして、このままでは心から応援するのは難しいと感じています。また、純粋な気持ちでジャニーズ事務所に入所してきた少年たちの気持ちを思うと強い憤りを覚えます。

つきましては、PENLIGHT （ペンライト）ジャニーズ事務所の性加害を明らかにする会より、ジャニーズ事務所に対し、次の対応を求めます。

1. 性暴力被害者の声に誠実に耳を傾けてください。

2. ジャニーズ事務所として、第三者委員会等を設置し性加害の検証・実態調査を行ってください。

3. 性暴力被害を訴えた方々に対し、事実を認め謝罪してください。

4. 性暴力被害者がトラウマの影響から回復するために適切な支援を行ってください。

5. 今後、性暴力被害を生まないための再発防止措置を具体的に定め、実行してください。

We are PENLIGHT, a group formed to protest against the sexual abuses against the idols in the Johnny's Office, Inc. We have loved and supported the idols belonging to the Johnny's Office. The name of our association, PENLIGHT, is based on our wish that there will be light for those who are in darkness because they are unable to speak out about their sexual assaults.

On April 12, 2023, in the press conference held at the Foreign Correspondents' Club of Japan, Kauan Okamoto, a former member of Johnny's Jr., made public his experience of sexual violence perpetrated by Mr. Johnny Kitagawa for several years and talked about other boys who had also been victims of sexual abuse.

On the same day, the Johnny's office released a comment to Kyodo News, but made no comment on Kauan Okamoto, who had given a press conference revealing his real name and face. A check of several websites operated by the Johnny's Office shows no response to the press conference at this time.

This has led us to question the stance of the Johnny's office in refusing to face the fact of the sexual assaults head-on. At the same time, we assume that there were many idols who had been victims of sexual assault while belonging to the Johnny's Office and had no choice but to remain silent.

The Tokyo High Court stated that there was "proof of truth" in the sexual assault of underage boys by Mr. Kitagawa in a trial between a weekly magazine and the Johnny's Office, and in 2004, the Supreme Court confirmed the verdict.

This type of victimization has been described as "grooming," or the act of grooming a victim for sexual acts, and is considered to be one of the typical types of sexual violence. In addition, in the contractual relationship, the idols must be subordinate to the agency to which they belong, and the imbalance in the power relationship is obvious.

Although Mr. Kitagawa has passed away, we believe that the Johnny's office is responsible because they continued to tolerate sexual assaults and failed to take measures to prevent its recurrence despite the fact that it had occurred, resulting in the creation of victims in the future.

As supporters of the idols belonging to the Johnny's Office, we feel that it is difficult to support them wholeheartedly if this situation continues. We are also very upset when we think of the boys who joined the Johnny's Office with pure hearts.

Therefore, we request the Johnny's Office to take the following actions. 

(1) Please listen sincerely to the voices of victims of sexual violence.

(2) Please establish a third-party committee to verify and investigate the actual situation of sexual abuse at the Johnny's Office.

(3) Please acknowledge the facts and apologize to those who have complained of sexual abuse. 

(4) Provide appropriate support for victims of sexual assault to help them recover from the effects of their trauma. 

(5) Establish and implement concrete measures to prevent the recurrence of future sexual violence victimization.

We will take your endorsement to the Johnny's Office. We hope that many of you will support us.
