En el municipio de Fuencaliente, en la isla de La Palma, Comunidad Autónoma de Canarias, se encuentra en licitación un proyecto que pretende asfaltar una pista de uso agrícola para convertirla en una ruta turística en guagua, con un trazado entre el volcán de San Antonio - El Barrero - Las Machuqueras - Los Quemados.

Toda la intervención se realiza dentro del espacio protegido del Monumento Natural de Los Volcanes de Teneguía, que está constituido por un conjunto de conos y malpaíses volcánicos entre los que destacan los pertenecientes a erupciones históricas.

Las obras incluyen el asfaltado de la pista, la construcción de muros de mampostería hormigonada, y ensanchamientos para realizar paradas turísticas con las guaguas, entre otras obras que producen fuertes alteraciones del medio.


Este proyecto se sitúa dentro de un área perteneciente a la Red Canaria de Espacios Naturales Protegidos. Denunciamos que, a pesar de ello, no se han evaluado las afecciones ambientales de este proyecto sobre la conservación del espacio natural protegido, es decir, no se ha realizado una evaluación de impacto ambiental. Mostramos además nuestro rechazo a que en la redacción del proyecto no se hayan tenido en cuenta las opiniones de
los verdaderos usuarios de la pista: viticultores que llevan luchando durante generaciones con las condiciones climáticas de la zona para conseguir fusionar en el paisaje un valor singular para el paisaje protegido.


Creemos que tenemos que poner en valor nuestro patrimonio y protegerlo. El Teneguía puso en el mapa a Fuencaliente y a la isla de La Palma en 1971. Da nombre a todo lo que somos y hacemos, es un auténtico templo para la población local, en él entendemos el lenguaje de los antiguos, es donde el Fuencalentero se conecta con su tierra, con su pasado. Su conservación es fundamental para la población local.


Denunciamos que el proyecto “pavimentación de pista para ruta turística en autobús” incumple reiteradamente las “Normas de Conservación del Monumento Natural de Los Volcanes de Teneguía”, las cuales establecen, entre otras, que el acondicionamiento de pistas debe dar prioridad a los factores medioambientales; que se evitará el pavimentado de las pistas existentes; o que se dotará al proyecto de una partida presupuestaria para la corrección del impacto producido, adecuación ecológica y paisajística.


El proyecto plantea la pavimentación de la pista agrícola por motivos ajenos a la conservación del monumento natural, con el fin de facilitar el uso turístico del espacio protegido mediante vehículos a motor, promocionando este elemento perturbador del medio ambiente en un ámbito tan sensible, con una tradición de uso y visita consolidado y compatible con la conservación del espacio a través de la red de senderos existentes, muy valorados por las personas visitantes.


Creemos innecesario y dañino alterar este paisaje protegido para que los turistas realicen una ruta en guagua de 10 minutos, cuando podrían realizar un sendero a pie con guía.


Los fondos de este proyecto proceden del Ministerio de Transición Ecológica cuyo fin era “la reparación de los daños ocasionados por las erupciones volcánicas y para la reconstrucción económica y social de la isla de La Palma”. Denunciamos que los 370.809,82 € de este proyecto suponen una inversión en un proyecto turístico que nada tiene que ver con el volcán Tajogaite.

 

 

Pedimos que: No se realice la pavimentación de esta pista agrícola que afecta al espacio natural protegido y se proteja nuestro patrimonio. Como alternativa proponemos que se potencie un turismo de naturaleza respetuoso con la conservación del territorio y de sus valores naturales, como es el senderismo, por los caminos ya existentes en el Monumento
Natural Volcanes de Teneguía, valorando previamente su capacidad de acogida.

ACTUALIZACIÓN 14/07/2023: Se informa de los posibles incumplimientos del proyecto al Organismo Autónomo de Parques Nacionales (OAPN) dependiente del Ministerio de Transición Ecológica, quien es responsable de la coordinación de las Reservas de la Biosfera españolas para la UNESCO. Así mismo se ha trasladado dicha carta a la coordinadora de la UNESCO de la red EuroMAB.

NO TO THE ASPHALT OF THE TENEGUÍA NATURAL MONUMENT

In the municipality of Fuencaliente, on the island of La Palma, Autonomous
Community of the Canary Islands, a project is currently being tendered that aims to lay asphalt on an agricultural path to turn it into a tourist route by bus, with a track between the San Antonio volcano - El Barrero - Las Machuqueras - Los Quemados.


The entire intervention takes place within the protected area of the Teneguía
Volcanoes Natural Monument, comprising volcanic cones and lava fields ("malpaises"), which include important features from historical eruptions.

The works include the laying asphalt on the track, the construction of concrete masonry walls, and widening the track to make tourist stops for buses, among other works that will cause severe environmental impacts.


This project is located within an area belonging to the Canary Islands Network of Protected Natural Spaces. We denounce that, despite this, the environmental impacts of this project on the conservation of the protected natural space have not been evaluated. That is, an environmental impact assessment has not been carried out. We also denunce this porposal because the opinions of the current users of the track have not been taken into account in the drafting of the project: viticulturists who have been struggling for generations with the climatic conditions of the area to add a unique value to the protected landscape.


We believe that we must value our heritage and protect it. Teneguía put Fuencaliente and the island of La Palma on the map in 1971. It gives its name to everything we are and everything we do. It is a true temple for the local population. In it, we can see the writing of the ancients (petroglyphs), it is where the people of Fuencaliente connect with their land, and their past. Its conservation is fundamental for the local population.


We denounce that the project “paving of track for tourist bus route” repeatedly violates the “Conservation Rules of the Teneguía Volcanoes Natural Monument”, which establish, among other things, that the remodelling tracks should give priority to environmental factors, and that the paving of existing tracks will be avoided; or that the project will be provided with a specific budget for the remediation of the impact produced, both on the ecology and on the landscape.

The project proposes the paving of the agricultural track for reasons that are unrelated to the conservation of the natural monument. Instead, it is to facilitate the touristic use of the track by motor vechicles within the protected space. This would promote the disturbance of the environment in a highly sensitive area that has an existing tradition of use the is compatible with the conservation of the space through the network of existing trails, which are highly valued by visitors.

We believe it is unnecessary and harmful to alter this protected landscape, just so that tourists can take a 10-minute bus route, when, with no modification to the track they could take a guided walking tour.

The funds for this project come from the Ministry of Ecological Transition, whose purpose was “the repair of the damage caused by volcanic eruptions and for the economic and social reconstruction of the island of La Palma”. We denounce that the €370,809.82 for this project represents an investment in a tourist project that has nothing to do with the Tajogaite volcano.

We ask that: The paving of this agricultural track that affects the protected natural space is not carried out and that our heritage is protected. As an alternative, we propose promoting a form of nature-based tourism that respects the conservation of the territory and its natural values, for instance, by encouraging hiking along the existing paths within the Teneguía Volcanoes Natural Monument, while always taking into account its capacity to accommodate visitors beforehand.

UPDATE 14/07/2023: Potential violations of the project have been reported to the Autonomous National Parks Body (OAPN), which is dependent on the Ministry of Ecological Transition. This body is responsible for coordinating the Spanish Biosphere Reserves for UNESCO. This letter has also been forwarded to the UNESCO coordinator of the EuroMAB network.

NEIN ZUR ASPHALTIERUNG DES NATURDENKMALS VON TENEGUÍA

In der Gemeinde Fuencaliente auf der Insel La Palma, in der Autonomen Gemeinschaft der Kanarischen Inseln, wird derzeit ein Projekt zur Asphaltierung eines landwirtschaftlichen Weges ausgeschrieben, um ihn in eine touristische Busroute umzuwandeln, mit einer Strecke zwischen den Vulkanen San Antonio - El Barrero - Las Machuqueras - Los Quemados.


Das gesamte Projekt wird im Schutzgebiet des Naturdenkmals des Vulkans Teneguía durchgeführt, das aus einer Gruppe von Vulkankegeln und Lavafeldern besteht, die bedeutende Merkmale einiger historischer Ausbrüche darstellen.


Die Arbeiten umfassen die Asphaltierung des Weges, den Bau von Betonmauern und die Verbreiterung für die Haltestellen der Touristenbusse sowie weitere Arbeiten, die erhebliche Eingriffe in die Umwelt verursachen.


Das Projekt befindet sich in einem Gebiet, das zum kanarischen Netz der geschützten Naturparks gehört. Wir prangern an, dass trotz dieser Tatsache, die Umweltauswirkungen dieses Projekts auf die Erhaltung dieses Schutzgebietes nicht bewertet wurden, d.h. es wurde keine Umweltverträglichkeitsprüfung durchgeführt. Wir lehnen dieses Vorgehen unterwanderten auch ab, da bei der Ausarbeitung des Projekts die Meinungen der wirklichen Nutzer der Strecke nicht berücksichtigt wurden: Winzer, die seit Generationen mit den klimatischen Bedingungen des Gebiets kämpfen, um sich in die Landschaft einzufügen, um diesem Landschaftsschutzgebiet einen einzigartigen Wert zu verleihen.


Wir glauben, dass wir unser Erbe schätzen und schützen müssen. Der Teneguía hat Fuencaliente und die Insel La Palma 1971 auf die Landkarte gebracht. Der Vulkan gibt allem, was wir sind und tun, einen Namen. Er ist ein authentischer Tempel für die örtliche Bevölkerung, in ihm verstehen wir die Sprache der Alten, er ist der Ort, an dem sich deine Bewohner Fuencalientes mit ihrem Land und ihrer Vergangenheit verbinden. Seine Erhaltung ist für die örtliche Bevölkerung von grundlegender Bedeutung.


Wir prangern an, dass das Projekt "Pflasterung eines Weges für eine touristische Busroute" wiederholt gegen die "Normen für die Erhaltung des Naturdenkmals Los Volcanes de Teneguía" verstößt. Diese Normen besagen, dass bei der Entwicklung von Wegen Umweltfaktoren Vorrang haben müssen, dass die Pflasterung bestehender Wege vermieden wird oder dass das Projekt mit einem Speziellen Budget für die Korrektur der entstandenen Auswirkungen sowie für die ökologische und landschaftliche Anpassung ausgestattet wird.


Das Projekt sieht die Pflasterung des landwirtschaftlichen Weges aus Gründen vor, die nichts mit der Erhaltung des Naturdenkmals zu tun haben, um die touristische Nutzung des Schutzgebiets durch Kraftfahrzeuge zu erleichtern. Das würde die Zerstörung eines hochgradig sensiblen Gebietes bedeuten, welches eine von Besuchern hoch geschätzte Nutzungstradition aufweist.


Wir halten es für unnötig und schädlich, diese geschützte Landschaft zu verändern, nur damit Touristen eine 10-minütige Busverbindung nutzen können, wenn sie an einer geführten Wandertour teilnehmen könnten.


Die Mittel für dieses Projekt stammen aus dem Ministerium für den ökologischen Wandel, dessen Zweck "die Behebung der durch die Vulkanausbrüche verursachten Schäden und der wirtschaftliche und soziale Wiederaufbau der Insel La Palma" ist. Wir prangern an, dass die 370.809,82 € dieses Projekts eine Investition in ein touristisches Projekt ist, das nichts mit dem Vulkan Tajogaite zu tun hat.


Das fordern wir: Die Pflasterung dieses landwirtschaftlichen Weges, die das geschützte Naturgebiet beeinträchtigt, soll nicht durchgeführt werden und unser Erbe sollte geschützt werden. Als Alternative schlagen wir vor, einen Naturtourismus zu fördern, der die Erhaltung des Territoriums und seiner natürlichen Werte respektiert, wie z.B. Wanderungen auf den bestehenden Wegen des Naturdenkmals Volcanes de Teneguía, die zuvor auf ihre Aufnahmefähigkeit an Besuchern hin geprüft wurden.
