Why this petition matters

According to settled law, ISPs in California are required to allow consumers to bring their own equipment. This is what all Americans would get if "internet" were still classified under "Title II" (classifying internet as an essential utility, like electricity or phone service), similar to what you'd get under a nationwide "Net Neutrality" law.

However, at least under Comcast / Xfinitiy, if you run a business and require static IP addresses, it is their "policy" to deny you the right to "bring your own equipment" and therefore NOT have to pay to rent theirs.
