The majority of the council's funding comes from Central Government.  The council imposes council tax in order to free up this money which they then use for projects that have nothing to do with the services - for example, they purchase commercial real estate which they then rent out to mega corporations like Tesco.  They also fund international corporations such as ICLEI, a company based in Germany that promotes 'sustainability', which is a euphemism for Agenda 21.
