Russia's full-scale invasion of Ukraine has led to severe environmental destruction. Russia caused military ecocide and mass destruction of animals and plants, poisoning of the atmosphere and water resources through its military actions.

UAnimals organization calls on foreign states, international public organizations, and eco-activists to unite in a single coalition and help fight against the aggressor who commits ecocide; to direct efforts to the preservation and post-war restoration of Ukraine's nature and environment.

УКРАЇНСЬКОЮ НИЖЧЕ

During the eight months of the war, the State Environmental Inspection of Ukraine collected data on the consequences of the aggressive actions of the Russian Armed Forces:

• 182,880 m2 of soil is polluted with harmful substances;
• 2,365,129 m2 of land is littered with remains of destroyed objects and ammunition;
• 680,618 tons of petroleum products were burned during the shelling, which resulted in significant air pollution;
• 23,286 hectares of forest were burned by rockets or projectiles, and it will take at least 10 years to restore some of the forest areas;
• 7,155,689 m2 of objects were destroyed, including critical infrastructure, which also caused significant damage to Ukraine's environment.

Currently, 20% of Ukraine's nature conservation areas are affected by this war. The Russians occupied 8 nature reserves and twelve national natural parks. Practically 80% of the territory of the "Holy Mountains" National Park was destroyed. There is a humanitarian crisis in the occupied "Ascania Nova". Ukrainian ecologists estimate that hundreds of thousands or even millions of wild animals could be killed. At the same time, over 6 million domestic animals died because of the Russian invasion of Ukraine.

In April, Ukrainian scientists discovered a layer of oil and oil products that covers over 1,000 km2 of the Black Sea surface. This layer results from the presence and work of Russian aircraft and warships. Such environmental crimes together with the constant use of sonars attached to the underwater and surface Russian boats and the movements of ships belonging to the Black Sea Fleet of the Russian Federation (especially those equipped with sonars), have led to a significant reduction in the population of marine mammals. 

We believe that Russia, by causing colossal damage to the ecosystem of Ukraine, violates the four cornerstone Geneva Conventions of 1949 and the three Additional Protocols to them. These international treaties regulate the behavior of its parties during a military conflict. Moreover, Russia (as a signatory party) is violating the UN Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques (ENMOD). 

The capture of the Zaporizhzhia NPP by Russian military forces, the accumulation of heavy weapons on the territory of the nuclear plant, the strikes from the buildings belonging to this critical infrastructure facility, as well as claimed but non-transparent repair works conducted with the refusal to involve Ukrainian nuclear scientists employed by the nuclear plant and representatives of the IAEA, creates a potential radioactive threat not only for Ukraine but also for the whole of Europe. According to Ukrainian ecologists, in the event of an explosion, the area of the potential exclusion zone will cover up to 30,000 km2.

UAnimals calls on the European Parliament, the United Nations, the parliaments of partner states, international organizations and institutions to condemn Russia's actions, to help stop crimes against the environment, to introduce additional sanctions against the Russian Federation, to help restore the ecological security of Ukraine and its environment, and to assist with the renewal of the Ukrainian ecosystem during the war and in the post-war period, including by reparations to be paid by the Russian Federation.

ЗУПИНІТЬ ЕКОЦИД В УКРАЇНІ: ПОКАРАЙТЕ РОСІЮ ЗА ЕКОЛОГІЧНІ ЗЛОЧИНИ

Повномасштабне вторгнення Росії в Україну призвело до важких екологічних руйнувань. Росія влаштувала воєнний екоцид та своїми діями спричинила масове знищення тваринного та рослинного світу, отруєння атмосфери та водних ресурсів. 

Організація UAnimals закликає іноземні державні та міжнародні громадські організації, еко-активістів, об’єднавшись у єдину коаліцію, допомогти у боротьбі із агресором, що вчиняє екоцид, та спрямувати зусилля на збереження та післявоєнне відновлення навколишнього середовища України.

За вісім місяців війни, як засвідчують дані Державної екологічної інспекції України, агресивні дії ЗС РФ призвели до того, що:

• 182 880 м2 ґрунту забруднено шкідливими речовинами;
• 2 365 129 м2 землі завалені залишками знищених предметів та боєприпасів;
• 680 618 тонн нафтопродуктів згоріло за час обстрілів, що призвело до значного забруднення повітря;
• 23 286 га лісу було спалено ракетами чи снарядами – на відновлення частини лісових площ знадобиться щонайменше 10 років.
• 7 155 689 м2 об’єктів знищено, зокрема й критичної інфраструктури, що також завдало значних збитків навколишньому середовищу України.   

Наразі 20% природоохоронних територій України уражені війною. Росіяни окупували 8 заповідників і дванадцять національних природних парків. Практично 80% території національного парку “Святі гори” знищено. В окупованій “Асканії Новій” спостерігається гуманітарна криза. За оцінками українських екологів, може йтися про знищення сотень тисяч або ж навіть мільйонів диких тварин. Водночас через вторгнення Росії загинули понад 6 мільйонів свійських тварин.

У квітні українські науковці виявили понад 1000 км2 шару нафти та нафтопродуктів на поверхні Чорного моря, що з’явилися внаслідок діяльності російської авіації та воєнних суден. Подібні екологічні злочини, постійна робота сонарів підводних та надводних російських човнів, пересування кораблів Чорноморського флоту РФ, особливо тих, які використовують гідролокатори, призвели до значного скорочення популяції морських ссавців. Загинули щонайменше 50 тис. чорноморських дельфінів, причому не лише поблизу українських берегів Одещини, а й біля узбережжя Румунії, Болгарії та Туреччини.

Наголошуємо на тому, що Росія, завжаючи колосальної шкоди екосистемі суверенної держави, порушує базові чотири Женевські Конвенції від 1949 року та три Додаткових протоколи до них, які регулюють поведінку сторін під час воєнного конфлікту. Росія (як підписант) порушує також Конвенцію ООН про заборону військового чи будь-якого іншого ворожого впливу на природнє середовище (ENMOD).

Захоплення ЗС Росії Запорізької АЕС, накопичення там важкого озброєння, удари з будівель критичного об’єкта, а також закриті ремонтні роботи, до яких не залучені українські співробітники – атомники та представники МАГАТЕ, створює потенційну радіоактивну загрозу не лише для України, а й для усієї Європи. За оцінками українських екологів, у разі вибуху площа потенційної зони відчуження складе до 30 тис. км2.

UAnimals закликає Європейський парламент, Організацію Об’єднаних Націй, парламенти держав – партнерів, міжнародні організації та інституції засудити дії Росії, сприяти припиненню злочинів екологічного характеру, запровадити додаткові санкції проти РФ, сприяти відновленню екологічної безпеки України та її навколишньому середовищу, а також допомогти у поновленні української екосистеми під час війни та у післявоєнний час, в тому числі, задіявши інструмент репарацій.
