動物愛護法細分化改正求願

近年改正されている動物愛護法にある犬という括り、実際犬と言っても1キロに満たない極小犬から人間の体重の様な大きな犬までいます。

愛玩用に改良された犬種、使役用に改良された犬種他、猟犬や牧羊犬その犬種を同じ決まり同じ数値規制？纏める事に疑問と不信がありませんか？

実際ブリーダーを規制する目的や不幸な犬を減らす目的であれば今の法律や数値規制では難しい事は、わかりきっています。

改正提案ポイントは！

＊雑種(ハーフ含)と純血種の区別化

＊雑種(ハーフ含)の販売価格や繁殖制限、犬籍管理

＊Not breeding(繁殖禁止)とCan breeding(繁殖可能)をブリーダーが判断区別の義務化

＊Not breeding(繁殖禁止)とCan breeding(繁殖可能)の血統証明書、犬籍発行協会へ表記導入

＊犬種・グループ・改良目的毎に、数値規制や愛護法改正と細分化『犬種代表シリアスブリーダー3名以上で(一犬種1回選出のみ)決議』

 

 

大きさや成長速度も性格も違う多種多様な犬種をひとくくりにしないで！

現在の愛護法改正（数値規制など）の大雑把な決め事の施行によって不幸になるわんこが多数います。不幸なわんこを無くす為、現行の動物愛護法数値規制の細分化を求願します。

様々な原産国、様々なサイズ様々な特性や用途の多種多様な犬種を、犬と定義付け犬としてだけの一辺倒な法律そして数値規制これによって不幸になってる犬達がいます。

その一例です。

1.平均寿命が7歳の大型犬などは、寿命の一年前の6歳まで出産を強いられている。

2.犬種や個体よって身体の発達が緩やかで高年齢（3歳）までゆっくり成長８〜９歳程度まで出産していた個体なども発育を待たずに妊娠出産を強いられている。

3.数値規制で、6歳まで6回出産させる事ができると定義したことによって生後9ヶ月1日以降毎回出産を強いられている。（早く６回出産を終えて一般に譲渡し易くする為か？）

4.視覚発達の優れた犬や神経の過敏な犬種などは、寝床が広すぎて落ち着けない。

5.体重1キロの犬から、80キロ程度の犬まで全て同じ数値規制。

6.犬の戸籍である血統書等も販売しない犬であっても、6歳以上の子が出産した場合子犬の戸籍（血統書）は発行されない事、これによって雑種を増やす結果にも繋がる。

7.ケージの床面が網を禁じられて、夜間の排尿によっての足濡れ防止の為にタオルや布等を入れ、噛んで誤飲して開腹手術で命の危険にさらされている。

8.網なしケージの滑る底面状態での保管で、四肢や腰など関節を痛める。

9.室内のドッグランを義務付け、外気浴やアーシングをしないで過ごす個体が増加。

10. 6歳前後の個体は、地域の愛護団体が半強制的に引き上げる事を推進することによって、パピーミル（子犬工場）を増やす原因となる。

上記はほんの一部、他にも沢山の声があります。

動物愛護法や数値規制の細分化改正をしなければ、法を守っているのにも関わらず動物達を不幸にすることに繋がってしまいます。

ここでは犬の事を取り上げましたが、どの動物種でも決まりを作るには細分化は、大切です。
人間も世界中の人種をすべて同じ決まりで括る事は、不幸を招く事に繋がると考えます。

動物達は、それを伝える手段はありません。
いまこの瞬間もつらい思いを強いられていることを感じて、皆さんのお力をかして下さい。
一刻も早く不幸な個体に適正な法改正を、強く願います。

 

Petition for the Subdivision Revision of Animal Welfare Act Handling Business Numeric Regulations, etc.

 

Don't lump together a diverse range of dog breeds with different sizes, growth rates, and personalities!

 

Due to the current broad enforcement of amendments to the Animal Welfare Act (including numeric regulations), many dogs are suffering. To eliminate the suffering of these dogs, we request the subdivision of the current numeric regulations in the Animal Welfare Act.

 

There are various dog breeds from different countries, varying in size, characteristics, and uses. The current one-sided laws and numeric regulations that define them solely as dogs have caused unhappiness for many dogs.

 

Here are some examples:

 

Large breeds with an average lifespan of 7 years are forced to give birth until they are 6 years old.

 

Dogs with slow physical development that can grow up slowly until a high age (around 3 years) are also forced into pregnancy and childbirth without waiting for proper development.

 

Numeric regulations allow them to be defined as capable of giving birth up to 6 times until they are 6 years old, leading to forced births after 9 months and 1 day of life. (To expedite the process of completing 6 births for easier adoption)

 

Dogs with excellent vision development or sensitive nerve breeds have beds that are too spacious, making them unable to relax.

 

The same numeric regulations apply from dogs weighing 1 kilogram to dogs weighing around 80 kilograms.

 

Even dogs without pedigree papers, which are the dog's family register, will not receive pedigree papers for puppies if they are born to dogs over 6 years old, leading to an increase in mixed-breed dogs.

 

Wire floors in cages are prohibited, and towels or fabric are placed inside to prevent wet feet from nighttime urination, risking ingestion and necessitating life-threatening abdominal surgery.

 

Storage on slippery non-wire cage floors causes joint damage, including limbs and the lower back.

 

Mandatory indoor dog runs lead to an increase in individuals that do not spend time outdoors or grounding themselves.

 

Promoting the mandatory removal of dogs around 6 years of age by local animal protection organizations contributes to an increase in puppy mills.

 

The above are just a few examples, and there are many more voices.

 

Without subdivision revisions to the Animal Welfare Act and numeric regulations, adhering to the law could still lead to unhappiness for animals.

 

While we have focused on dogs here, subdivision is essential for establishing rules for any animal species. Just as applying the same rules to all human races worldwide can lead to unhappiness, animals have no means to convey this message.

 

Even at this very moment, animals are suffering. Please lend your support. We strongly hope for a prompt and appropriate legal revision for the unhappy individuals.
