We the undersigned ask the Township of West Windsor to install pedestrian-activated Rectangular Rapid Flashing Beacons (RRFBs) at the intersection of Penn Lyle Road and Canoe Brook Drive and to reduce the speed limit in that area of Penn Lyle from 40 MPH.


In early 2023, a pedestrian sustained severe head injuries after being hit by a vehicle while crossing in the crosswalk at the intersection of Penn Lyle Road and Canoe Brook Drive. This could have been prevented if RRFBs were in place.


In addition, the Penn Lyle-Canoe Brook crossing is an essential crossing point for West Windsor-Plainsboro High School South students who live in the Sunrise development, Wellington Estates, and other nearby neighborhoods. Students cross here ahead of the school day (when drivers are rushing to the train station) and at school dismissal as well as earlier in the morning and later after school for clubs and activities. Nearby residents also use this crosswalk throughout the day. In the winter, when it gets dark earlier, crossing here with no lighting can be a hazard to those walking and biking, as the 2023 incident shows. 

 

While there are traffic lights at Penn Lyle and Clarksville roads, there is no sidewalk on the west side of Penn Lyle from Clarksville to essentially Canoe Brook.
While there is a crosswalk at Canoe Brook, the addition of RRFBs would make it easier for drivers to know there is someone in the crosswalk. Additionally, the speed limit here is 40 MPH, just outside of a school zone. With students present at all times of the day as well as a steady stream of new student drivers, a speed limit this high is inviting trouble.

According to the U.S. Department of Transportation's Federal Highway Administration, the addition of RRFBs can reduce pedestrian crashes by up to 47%  and can increase motorist yielding rates by up to 98%. RRFBs are most effective on roads with a speed limit under 40 MPH.
