ウクライナへの侵攻を続けるロシアへの経済制裁が世界的に強まる中、ロシア国内で事業を行う外国企業の撤退が相次いでいます。そうした中、頑なに撤退せずに今後も事業を継続する外国企業で最も売上高が多いのが、日本たばこ産業株式会社（ＪＴ）の１００％小会社であるＪＴインターナショナル（ＪＴＩ）です。

ＪＴＩは、ロシア国内で３５％のシェアを占める最大のたばこ会社で、３つの巨大工場に５０００人以上の雇用を抱えています。そして、ロシアへの納税額（２０２０年度）は、日本円にしておよそ４０００億円。歳入額の１．４％にも達する最大の納税者です。この額は日本からウクライナへの無償資金援助の総額にも匹敵します。

こうした中、今年８月にウクライナは、ＪＴＩの納税額が戦闘機約１００機分にも相当することを厳しく非難したうえで、ＪＴＩを「戦争支援企業」に指定しました。

日本政府はＪＴの３分の１を超える株式を保有し、法律上もＪＴの監督権限を持っています。私は、ＪＴＩによるロシアの経済・財政への支援を止めさせるために、ＪＴＩをロシア事業から撤退させるよう国会質疑で３度にわたり強く要請しました。しかし政府は、「国際情勢を踏まえ、自主的な経営判断により適切に対応していくべきものと考えている」と繰り返すだけで、当事者意識が全くありません。

ＪＴとしては、グループ全体の約４分の１の利益を叩き出すロシア事業は「ドル箱」であり、同業他社の撤退を機にたばこ市場を独占するチャンスだと考えており、また、日本政府としても撤退による業績悪化で年間１０００億円を超える株式配当を減らしたくないのです。これこそが「たばこ利権」です。

日本はＧ７議長国として、ウクライナ支援とロシア経済制裁強化を先導する責務があります。にもかかわらず、政府自らが監督権限をもつＪＴが、敵対するロシアの経済と財政に大きく貢献することを見て見ぬふりとは何事でしょうか！このような利敵行為を許すことはできません。

このまま日本政府がＪＴに対しロシア事業からの撤退を指示しなければ、日本は「戦争支援国家」として国際的に非難されかねません。

ロシア事業の利益を守るために、日本の外交上の国益を無視するＪＴは、まさに国賊企業です。撤退を指示できない日本政府は腰抜けです。Ｇ７議長国の資格はありません！

As global economic sanctions against Russia, which continues its invasion of Ukraine, intensify, foreign companies operating in Russia are withdrawing one after another. Amidst this, the foreign company that stubbornly refuses to withdraw and continues its operations, boasting the highest sales, is JT International (JTI), a 100% subsidiary of Japan Tobacco Inc. (JT).

JTI is the largest tobacco company in Russia, holding a 35% market share, and employs over 5,000 people in three large factories. The amount of tax paid to Russia (in fiscal year 2020) is approximately 400 billion yen in Japanese currency, making it the largest taxpayer, accounting for 1.4% of the revenue. This amount is comparable to the total amount of Japan’s grant aid to Ukraine.

In August this year, Ukraine harshly criticized JTI, stating that the amount of tax paid by JTI is equivalent to about 100 fighter jets, and designated JTI as a “war-supporting company”.

The Japanese government owns more than one-third of JT’s shares and has legal supervisory authority over JT. I have strongly requested in parliamentary questions three times to make JTI withdraw from its business in Russia in order to stop JTI’s support for Russia’s economy and finance. However, the government only repeats, “We believe that it should respond appropriately based on its own business judgment, taking into account the international situation,” showing no sense of responsibility.

For JT, the Russian business, which generates about a quarter of the group’s profits, is a “cash cow”, and they see the withdrawal of other companies as an opportunity to monopolize the tobacco market. Also, the Japanese government does not want to reduce the annual dividend of over 100 billion yen due to poor performance caused by withdrawal. This is the “tobacco vested interest”.

As the chair of the G7, Japan has a responsibility to lead the support for Ukraine and the strengthening of economic sanctions against Russia. Despite this, how can the government turn a blind eye to the fact that JT, which the government itself has supervisory authority over, is making a significant contribution to Russia’s economy and finance, which is hostile? We cannot allow such enemy-benefiting actions.

If the Japanese government does not instruct JT to withdraw from its business in Russia, Japan may be internationally criticized as a “war-supporting country”.

JT, which ignores Japan’s diplomatic interests to protect the profits of its Russian business, is truly a traitorous company. The Japanese government, which cannot instruct withdrawal, is spineless. They do not qualify as the chair of the G7!
